Danebridge staff presented a draft project plan to a recent meeting of their Patient Participation Group (PPG) with the aim of consulting with patients, NHS groups and Cheshire West & Chester Council departments prior to closing the Sandiway Surgery.
A letter went out before Christmas from Danebridge Medical Practice to all their patients (c. 25,000) explaining the key reasons behind their decision and requesting the completion and submission of a survey questionaire, which will also be available online (it should be noted that the majority of their patients reside away from our parish and hence have less interest in maintaining the status quo). There are roughly 5000 patients in and around the Parish who would choose to use Sandiway Surgery and they will need to make their opinion count.
Many of you will have met new PCSO Imogen Graffham who recently joined Cheshire Police and completed training last month in her new role.
Imogen works alongside PCSO Nichola Devey in covering the community area of Weaverham, Acton Bridge and Cuddington and Sandiway, and with this extra resource we are now able to get more attention to our community. Imogen was previously a call handler in the Cheshire Police control room. She is keen to meet people at her regular surgeries in the village to hear any concerns, and is planning to work with Neighbourhood Watch Coordinators in the New Year to cover local issues and assist them with crime prevention. Brian Gray was recognised as a Recently Retired Neighbourhood Watch Coordinator and thanked for his almost 30 years of service to the community by the Cheshire Neighbourhood Watch Association at their recent AGM in November. Brian was unable to attend the AGM to receive his award last month, but was presented with his certificate and gift voucher at his home by Heather Thompson, Communications Administrator for the CNWA. Brian and Heather both live on Hadrian Way and Heather took over from Brian as Neighbourhood Watch Coordinator in this area in February 2019.
Brian was first 'volunteered' as a 'senior co-ordinator' by PC Phil Woods when Homewatch schemes were set up in Sandiway following a series of public meetings. This was probably around 1990, and before e-mail was common in the wider community. Most distribution of information to members was on little pieces of paper pushed through letter boxes and about six 'co-ordinators' were also 'volunteered' to be a focus for a group of ten houses or so to share the work. Brian was supported by his wife Vivienne, and they welcomed newcomers to their Homewatch patch by giving out copies of the Village Directory booklet.
Fortunately Cuddington and Sandiway is a very low crime area, but over the years Brian passed information to the police on several occasions, once to alert them to a suspicious vehicle parked on Hadrian Way that later turned out to have been used by burglars who raided Moore’s garage. The perpetrators were later caught by the police. Brian was amused to be informed by Phil Woods that one report he submitted about 'suspicious activity' by a group of young men one afternoon meant that he had picked out a plain clothes police drugs squad working in the village after action along Kennel Lane! Importantly his regular contact with neighbours enabled everyone to know what was going on and help residents to feel safer before the village website was so comprehensive.
Homewatch started first in Cheshire and spread across the country. It has recently been re-branded Neighbourhood Watch and the network covers 2.7 million households nationwide. The purpose is to keep communities safe via the simple principles of 1. Know your neighbour, 2. Be neighbourly, and 3. Be active in the community. Neighbourhood Coordinators registered with CNWA receive community safety messages directly from Cheshire Police and work with their local PCSOs on crime prevention and to address any issues. British Telecom started a consultation process for the removal of these two public payphone boxes back in September. These boxes are located in Poplar Close/ Mere Lane and on Norley Road (in front of Cuddington shops). The borough council asked whether our local Parish Council, or maybe a community, want to 'adopt' one or both of these telephone boxes - the Parish Council responded earlier in November by deciding to 'adopt' both boxes.
A public survey will be carried out in December to decide upon future usage of these facilities: the survey is available online ( press here ) or paper-based available at John Dudley's Hairshop on Tricket Lane, Handley's Newsagents in Sandiway and Delamere Park Clubhouse.

A number of local residents, supported by the Parish Council, are organising a Community Litter Pick on Sunday 15th December from 2pm starting from the Village Hall. The litter pick can be made in your local area with your friends and family should you wish or you can take advice from the organisers as to where to attack.
Equipment and bags will be available to collect from the village hall (main room) from 1.45pm. It is suggested that the litter pick should be no longer than a couple of hours, due to the weather and the light; equipment can then all be returned to the village hall no later than 4pm where hot drinks will be served to all volunteers.

The council decided to go ahead with the reduction of the speed limit on Mill Lane, Cuddington Lane and Barrastitch Lane. Currently it is 60mph and this was considered to be too fast for the conditions on these narrow winding lanes so it will be reduced to 40mph.
The lowering of the limit has been requested by residents with properties on these lanes and on Delamere Park. The project will cost £7,000 of which CWAC will pay half, our Ward Councillors will pay £1,750 and the cost to the parish will therefore be £1,750.
The Ark will again be supporting the Save the Children Christmas Jumper Day on December 13th. Come along in your Christmas jumper and enjoy their culinary delights! All profits from the day will go to the Save the Children Fund.
The Ark will then be closed for its Winter break & panto use, reopening on February 14th.
The village is to have a Memorial Garden. It will be on the grass outside Sandiway School and will consist of 2 brick walls with granite inlays engraved with the names of the fallen from the two World Wars. There will also be a bench and flower beds. The bricks and labour will be provided by Weaver Vale Housing Trust, the engraved plaques will come as a donation from our ward councillors’ members budget, and labour will be provided by CWAC apprentices.
New timetable commences Sunday 15th December. Times at Cuddington are unchanged, except for two trains to Chester: 0847 Monday to Friday will depart at 0851, and the 0045 Monday to Friday nights will depart at 0048.
Monday 9 to Thursday 12 December: The 2341 from Manchester to Chester (due Cuddington 0045) is replaced by a bus, calling at Cuddington at 0136 only if required to set down. An additional bus starts from Knutsford at 0023 (Tuesday to Friday mornings) to Chester, calling at Cuddington at 0106. The 22:52 Chester to Manchester (2314 from Cuddington) will be replaced by a bus, calling at Cuddington at 2342. The 2223 Cuddington to Manchester will call additionally at Heaton Chapel and Levenshulme and arrive Manchester Piccadilly at 2335.

Sandiway Library closed for building repairs in September this year and although initial estimates scheduled it to reopen this month, the work will now take a little longer. It is now anticipated the library will re-open at the beginning of February 2020.
Construction work has involved complex internal and external piling. The entire building will then be re-carpeted, ceiling lights replaced, internal redecoration completed and also the restocking of library equipment to transform it back into use for its many customers.
Since September alternative arrangements have been available at nearby locations to help customers return or borrow books during the closure and these will continue. All previous loans will have their due dates extended again to the beginning of February 2020.
The extended opening hours at Barnton and Weaverham Libraries will continue during the temporary closure.

The village’s Centenary Remembrance Service took place on Sunday November 10th at 11am.
The service was preceded by a Parade from Sandiway shops to the church. The laying of wreaths and a period of Silence took place from 10.50am.
Signs have been displayed along Norley Road which indicate closure from Weaverham Road to the White Barn for 12 days from Monday 11th November. It is believed that works related to the gas supply is responsible for the closure.
No formal notification of the planned closure has been received by the Parish Council at the time of writing.
Update: Norley Road will not be closed, and the closure signs are being removed.
The following report comes from the Delamere Park Bus Service Working Group which masterminded the redirecting of the 48A Bus Service between Frodsham and Northwich to serve Cuddington (see full report in the 'August' Newsroom below):
“As you may be aware, Cheshire West and Chester council have provided a one day a week (Wednesday) limited bus service between Delamere Park, Northwich and Frodsham, which commenced on 31 July 2019.
The service is receiving regular patronage to both Northwich and Frodsham from Delamere Park residents. It is also successfully supporting a local new housing development (Eden Grange) by virtue of this new route. We intend to link up with other local communities to further increase the profile of this bus service.
Cheshire West and Chester are aware that we require greater than one day per week but we accept that the one day service was offered as a 12 month trial in the first instance.
The original Delamere Park survey revealed that most potential passengers would prefer a market day service, ie Thursday, and this is clearly what would be more beneficial to the residents, in addition to the need for greater than a single day per week bus service.
We plan to contact John Ellis Jones at CWAC early in the new year to review the successful progress of the bus service so far and to consider any potential further enhancements that may be offered.
We will keep you informed of any developments.”

The age range is one week to 16 years, and the Lions particularly request items for teenagers between the ages of 12 and 16. Please bring your toys to any service, or the Ark on Fridays, or to church on Saturday morning.

The Parish Council is very concerned about the level of vandalism currently occurring in the village. Not only is it undermining the morale of residents and spoiling the appearance of our village, it is extremely costly to make good the damage. Our Tommy has been damaged twice and has now been moved to another location. Conditions at Boundary Lane Green Play Area are far from ideal for our children with broken play equipment creating safety hazards. The bill for repair of damage in the 7 months of this financial year has come to £1,378 and the cost must be borne by residents through the parish precept.
Residents are asked to report incidents on 101. Our PCSO Nichola Devey holds monthly surgeries which are advertised below in this 'Newsroom'. Parents are asked to be vigilant about where their children are and what they are doing.

Eddisbury Flower Club began life in Hartford but has for many, many years used St John’s Church Hall, Norley Road, Sandiway as its venue. On September 10th, 51 club members plus three Cheshire NAFAS Area guests celebrated 60 years of Fun Friendship and Flowers by holding an Afternoon Tea at Willington Hall, Tarporley. It was a very sunny afternoon and the conservatory looked beautiful decorated with impressive white flower arrangements and the odd “diamond” to add the sparkle!!
The savouries, sandwiches and scones were enjoyed by all, after which the celebration cake was cut by Chairman Mrs Sue Williams and members toasted, with Prosecco, the success of their club.
Now called 'Eddisbury and Sandiway Flower Club', they always welcome visitors and prospective new members. They meet at St John's Church Hall on the 2nd Tuesday of each month (except January and August) at 2pm. For more details, please contact 01606-75405.

British Telecom have started a 90-day consultation process for the removal of two public payphone boxes in our Parish. The borough council are also asking whether our local Parish Council, or maybe a community, want to 'adopt' one of these telephone boxes.
The consultation date closes on 11 December but the residents should be aware that the Parish Council need to respond by 22nd November and so they will have it as an agenda item for the meeting on 21st October 2019. If you feel strongly, please make your views clear to the Parish Council Clerk (see 'Contact Us') before then.
Update: The Parish Council has decided to 'adopt' these two telephone boxes and will be carrying out a public survey in December to decide upon future usage of these facilities: watch out for further news on this in December's 'Newsroom'.
Cheshire West and Chester Council has a four year programme to introduce 'signed only' 20 mph speed limits on all roads that meet Department for Transport criteria. They have completed the assessment of the 'year four' schemes and are proposing to introduce four schemes within our parish.
They will be advertising the proposed speed limits during the week commencing 21 October; the period of consultation will end on Friday 15 November. They will be delivering leaflets to all residents within the proposed 20 mph speed limits, leaflets will be delivered in the two weeks prior to advertising the proposed speed limits.
Only roads meeting the criteria for signed only 20 mph speed limits are included in the programme, all other speed limits, including traffic calmed 20 mph limits, are dealt with through a different speed limit process. If you wish to make comment on the proposal please respond to the council before the deadline of Friday 15 November.

The Gala AGM will take place at 7:30pm on Monday October 7th at the Village Hall. The team would be pleased to welcome anyone who wants to get involved in helping with the Gala. A few more Trustees are needed and volunteers for the day are always welcome.
A group of residents has got together to open a new Youth Club in the village. It is hoped it will open for a 3 month trial period on October 4th from 7pm until 10pm and then each Friday night from then on. It will be open to children from 11 to 17 years.
They have a fundraiser coming to help with set-up funding; they are preparing the documentation and sourcing materials but all will be pointless without volunteers and support so please help where you can. Full details will be given on their Facebook page www.facebook.com/groups/2633165580087609/

The countdown has begun for the reopening of the Youth Club and it’s only a few weeks away. There are still not enough volunteers and they need to start DBS checks and training. If you are willing to give one Friday evening a month (that's 12 evenings a year if the club is successful!) please let the organising committee know. This will be a massive positive for the village and the young people who attend but only if the community work together.

Update: The organisers' current plan is to open the Youth Club doors on Friday 4th October for a pizza night - more details to follow. Volunteers are still urgently required - any volunteer who is offering to give a couple of hours on a Friday night will need to have a DBS check (due to safeguarding regulations), so please put your name forward quickly so that the application can be done in time.
We have had confirmation that Sandiway Library will need to close for approximately 10 weeks to have some structural building repair work done from 9 September; that is, it will be closed until late November!
Alternative arrangements have been made at nearby locations to help customers return or borrow books during the closure. Note that loans will be extended and won’t be due back during the period of closure.
The opening hours at Barnton and Weaverham Libraries will be extended during the Sandiway closure. In addition to usual hours, Barnton Library will be open 9.30am-1pm and 2pm-5pm on Tuesdays and Weaverham Library will be open 9.30am-1pm and 2pm-5pm on Thursdays.
The mobile library will stop at Cuddington and Sandiway Village Hall between 9.30am-12.30pm every Saturday from 14 September for 10 weeks.

The Sandiway Pantomime Group Committee recently met and they have decided the 2020 production will be Aladdin, a new script from the mighty pen of Phil Hosker who brought you 'Dick Whittington and the 2012Olympics' and 'Charlotte in Candyland'!!

It’s now become easier to buy a ticket but the penalties for fare evasion have been increased.
Northern have now installed a ticket machine at every station on the Mid Cheshire Line (except Mobberley and Lostock Gralam). The machines take payment by card and issue most tickets. If you can’t get the ticket you want then you must collect a "Promise to Pay" card from the machine instead - and show this to the conductor or ticket inspector as proof of where you started your journey.
You can also buy a ticket via the Northern app on a smartphone (in which case you don’t need a physical ticket) or pay for a ticket online and collect it from the ticket machine using the same credit card. Or buy from the ticket offices at Altrincham, Hale, Knutsford, Northwich or Chester, when they are open.
With the ticket machines and "Promise to Pay" cards comes a new approach to tackling fare evasion. This means that if you get on the train without a ticket or a "Promise to Pay" card then the conductor cannot sell you any ticket except a full price single and, if there is a ticket inspection, you may be liable to pay a Penalty Fare of £20. A team of ticket inspectors is now active along the Line. They check all tickets - at stations and on trains.
In practical terms this means that you need to allow time to buy a ticket from the machine – which might be on the other platform. At Cuddington, the ticket machine is on the Manchester-bound platform (next to the car parking) and so you will need to cross the line if you're travelling towards Chester.
Not all machines yet issue DUOs although they are gradually being converted to do so. Ticket inspectors do have some discretion for people with mobility problems which make it very difficult for them to access the machine if it is on the other platform.
A working group made up of residents of Delamere Park, with help from local MP Antoinette Sandbach, has persuaded Cheshire West and Chester Council and Warrington's Own Buses bus company to add Delamere Park, Cuddington Station and Eden Grange to the #48 service (running between Frodsham and Northwich) every Wednesday for a trial period, commencing on 31st July 2019.

It is extremely important that this trial service is supported, otherwise it may be lost or not extended into a more regular service.
Sandiway Pantomime Group will definitely be presenting their 2020 production, but the title of the pantomime to be performed is a closely guarded secret! So secret that not even the Committee will divulge this information!
However, what we do know is that the following dates have been pencilled in: Read Through (including Parent / Guardian Briefing) will take place on Sunday 29th September 2019 from 2:00pm to 5:30pm with Auditions on Sunday 6th October 2019 from 2:30pm to 5:30pm. Casting will take place on Sunday 13th October 2019, followed by the First Rehearsal.
Rehearsals will then continue on Sundays from 2:00pm to 5:30pm and Wednesdays from 7.00m to 9.00pm with half–term, Christmas and New Year holiday breaks. All these happen in St John’s Church Hall, Norley Road, Sandiway, CW8 2JX.
The Performances will take place on Thursday 30th and Friday 31st January 2020 at 7:30pm, Saturday 1st February 2020 at 2:00pm and 7:30pm and Sunday 2nd February 2020 at 2:00pm.

The ‘Youth Club Group’ has submitted a business plan to Cuddington Playing Fields Association (CSPPFA) to open up a new youth club in the former 69ers youth club building on the playing field. This group of people from the community have come together through a common wish to see a youth club in the village again.
The village will soon have a Garden of Remembrance. It will be created on the triangle of land outside Sandiway school at the Weaverham Road/Norley Road crossroads where our WW1 commemorative bench is already situated.

"A new fitness class designed specifically for the over-60s is launching in Sandiway as part of a campaign to help people to stay young by improving strength, balance and overall health as we age (known as FABS, which stands for Flexibility, Aerobics, Balance and Strength). The FABS programme combines exercises that have been scientifically proven by the Centre for Healthy Ageing Research at the University of Birmingham to turn back the clock. FABS is for people who want to live longer, happier, healthier lives."

Police are encouraging the public to be extra vigilant as thieves target shoppers across the county. Offenders are known to visit cafes and supermarkets to target women on their own – believed to be aged 60 and above – to steal their items and money.
Thieves will often be working in pairs or groups where one will distract the victim while the other steals from them.
While local Police Community Support Officers (PCSOs) will be patrolling public areas, cafes and supermarkets as well as providing prevention advice to charity shops, police are keen to remind the public to also be on their guard.
The local community can help protect themselves from thieves by following these simple steps:
Superintendent Peter Crowcroft: “These thieves are driven by opportunity and target women who are on their own in a café or shopping in the supermarket. We have also noticed how they tend to steal from those who are aged 60 or over."
“To help deter thieves and provide reassurance to the local community local officers will be carrying out regular patrols and giving advice to local shops."
“I would also encourage the public to make elderly friends and neighbours aware of these thieves and if possible to purchase purse bells, which can be a great deterrent.”
In response to the recent incidents PCSO Karen Nixon has organised to be at the Artisan Market on Saturday 13th July between 10am - 4pm , She will be handing out FREE purse bells and Cables which have been funded by The Business Improvement Development Team.

Sandiway Pantomime Group will be presenting ‘A Million Dreams’ in St John’s Church Hall, Norley Road, Sandiway, CW8 2JX, with performances on Saturday 6th July 2019 at 2:00pm and 7:00pm.
This Junior Summer Production has been written by the cast. They are having a sleepover and watching a musical before they go to sleep. Finally asleep, they dream about different musicals and act them out. Lots of well-known characters appear and the show offers a mixture of acting and singing.

Penalty fares:
Commencing 30 June, Northern are extending their penalty fare scheme to our line. Basically you will be charged a penalty fare if you travel without a ticket. If you want to buy tickets with cash from the machine at Cuddington (which does not take cash!), you must go through the procedure of buying a ticket but then select “promise to pay”. The machine will need to have been modified to offer this option, and, at the time of writing, it hasn’t. When modified, the machine will give you a “promise to pay notice” which you should use when paying for your journey at the first opportunity. Northern have not said what you should do if you want a ticket that the machine does not provide, e.g. a Duo.

Our local Tennis Club, based at the Playing Fields on Norley Road, are holding an Open Day as part of the LTA's "Great British Tennis Weekend" initiative on Saturday 29th June. This is your chance to sample a free 30 minute 'taster' session on some of the best tennis courts in the county. Do you know what Nitrous Oxide is??
Some people are under the presumption that this is just Laughing gas. This drug is NO laughing matter and Nitrous Oxide is a very dangerous colourless gas that can be extremely dangerous when inhaled directly from the canister. If you choose to take nitrous oxide you pose the risk of falling unconscious and/or suffocating from lack of oxygen. It is classed as a psychoactive drug and it may be possible to become psychologically dependent on this drug.
Several of these empty nitrous oxide gas canisters have been found in your local communities, discarded in woodland and at the road side. If you know of anyone that may be using nitrous oxide please educate them and encourage them to stop immediately. You may just be a life saver!
At around 10:30am on Saturday 8 June, the morning of our Gala Day celebrations, there was a major accident at the traffic lights at the end of Norley Road. A large articulated HGV travelling north on the A49 impacted a small VW saloon car which was crossing from Cuddington towards Delamere Park. The driver and one passenger in the car were released by firefighters and handed into the care of paramedics.
The accident was attended by many police, fire brigade and ambulance vehicles and both the A49 and Norley Road were closed for a number of hours. All the southbound A49 traffic was being diverted along Norley Road after the accident.
This is the second serious accident at these crossroads in 6 months (press here for previous news report). Local residents complain about drivers jumping the lights and there have been calls for cameras to be fitted to deter such actions.
Update following June Parish Council meeting:
The matter of greatest concern at this month’s meeting was the traffic lights at the A49 junction with Norley Road. This junction causes much anxiety for drivers and pedestrians and there have in the past been requests made by the parish council to the Highways department of CWAC to change the phasing of the lights. One problem is drivers crossing on red lights and another is the tailback of vehicles waiting to turn right onto the A49 towards Weaverham which often results in vehicles getting stranded in the middle of the road when the lights change. It is considered by many who have to use this junction that changing the phasing of the lights would make it safer but appeals to Highways have not been successful. On June 8th there was another accident here which resulted in someone having to be cut out of their vehicle and the road closed for several hours so another request will be made for changes to the traffic flow. However the cause of this accident has been recorded as ‘driver error’.

Sadly, one of the issues highlighted in the May Parish Council meeting was a weekend when there had been an unprecedented spate of vandalism around the village. Objects were thrown at people’s doors, cars on Moss Lane were damaged and damage caused to Boundary Lane Green Play Area which is going to cost upwards of £500 to repair.
Our Tommy, from outside the Library, has been damaged once again and a decision has been made to relocate him to Gorstage Cemetery where he will be placed near the WW1 memorial stone.
A group of residents have come together for the purpose of potentially reopening the Cuddington and Sandiway youth club. They have approached our Ward Councillors who consider their plans to be well thought out and sustainable, and who are happy to support them. The Parish Council are also supportive. There are a number of hurdles to overcome before the reopening can become a reality and finance will loom large among them.
The Parish Council has been approached by a resident who would like a speed warning sign on Norley Road to try and slow drivers down. He walks his children to school and is very concerned about speeding there as well as on Weaverham Road. He has offered to fund-raise toward the cost which the Council have been told is in excess of £7000. The Council has previously discussed the possibility of having one of these signs but decided against it because of the cost.
At the recent Annual Assembly, Councillor Fifield confirmed that Acton Bridge council had dealt directly with a manufacturer of these signs (based in Winsford) and that a significant discount had been agreed to purchase two signs.
The Head teachers of our two Primary Schools informed the parish Annual Assembly that they are hoping to become members of a Multi Academy Trust on July 1st. Other local schools will be part of the trust including Little Leigh and Hartford. By joining this Trust they will retain more independence over how they run the schools. The schools already work closely together and share a common philosophy. Children from both our schools already meet regularly to share activities.

Saturday 29 June:
The 2248 from Chester (2309 from Cuddington) will terminate at Northwich with a replacement bus continuing to Manchester (due 0137)
The 2341 from Manchester will be a bus to Chester. Times are unclear at present so check nearer the date. The bus will probably call at Cuddington at 0136 and there will probably be a train from Northwich at 0035 (Sunday morning) to Chester, calling at Cuddington at 0045.
Sunday 30 June: All trains are replaced by buses. Departures from Cuddington to Chester are at 1055, 1305 and 2-hourly until 2105, then 2310. Departures to Stockport for onward train connections are at 0954, 1155 and 2-hourly until 1955, then 2149.

Officers from Cheshire Police are asking shoppers in Northwich and Winsford to be vigilant after a spate of purse dippings in the towns.
This type of crime tends to target the elderly and the Police would like remind them to take some basic preventative measures, such as keeping your bag zipped and closed at all times as well as not keeping large quantities of money in your purse.
There are a few simple precautions people can take to deter opportunistic thieves:
Anyone who sees someone acting suspiciously around others or has any information is asked to contact Cheshire Police on 101.
A working group made up of residents of Delamere Park, with help from local MP Antoinette Sandbach, has persuaded Cheshire West and Chester Council and the Howards Travel bus company to add Delamere Park, Cuddington Station and Bryn to the #48 service (running between Frodsham and Northwich) every Wednesday for a trial period, commencing on 31st July 2019.
The proposed Wednesday bus timetable will offer access to the following:

It is extremely important that this trial service is supported, otherwise it may be lost or not extended into a more regular service.

Cuddington Primary School Eco Committee organised a litter pick round the village on Friday 26th April as part of the Great Big School Clean Campaign. 27 children and 10 adults took part collecting 48kg of litter. Litter picks and high-viz jackets were provided by Gaskells Waste Management.

In the weeks running up to Gala Day we will again be holding our Scarecrow competition. A fun activity to do with the kids, the scarecrows attract a lot of attention with many people following the Scarecrow Trail round the village. The theme of this year’s gala is "STORYBOOK ANIMALS" and so start designing your scarecrow around an animal character from your favorite story book.

As part of our Gala celebrations we acknowledge those people who quietly work away helping to make our community a better place to live in or helping individuals within it. An award is given for an adult and also one for a junior.
Each year a Citizenship Award is presented at the Village Gala Day (on Saturday 8 June this year). This award is for an individual living within the Parish who has demonstrated outstanding commitment to, support of, and/or delivery of a service to the Cuddington and Sandiway community - awardees in the past are listed on the "Gala Day" page of this website. If you know of such an individual, please let us know by completing the nomination form (press here for copy) and deliver this form, in a sealed envelope, to Sandiway Library no later than Monday 20th May.
In 2017 we introduced a Junior Citizenship Award which is given by the Chivers family in memory of Dr Peter Chivers who was a great champion of children. This award will also be presented at Gala Day and is for a young person who has done something really special. The recipient must be under 18 and live within the Parish, or attend either Cuddington or Sandiway Primary School. Anyone can nominate someone for this award, not just their parent. They could be your grandchild, next door neighbour or anyone you know. However you will need to get the permission of their parent/guardian on the entry form (press here for copy) and, again, ensure that this form is delivered, in a sealed envelope, to Sandiway Library no later than Monday 20th May.
There will at present be 5 vacancies on the Parish Council for years 2019 to 2023. The Parish Council will consider co-opting at the meeting to be held on Monday 20th May commencing 7.15pm at Cuddington Village Hall. Parking:
I have spoken with the warden of St Johns Church who will be advising the congregation to use the car park on Weaverham Road and not to park on the road.
Norley road: I have noticed via social media that people have been parking on the path blocking on the pavement - this was not reported to the police. I will monitor the area and deal with any offending vehicles. Would suggest that maybe we have a sign on Norley Road advertising the alternative car park on Weaverham Road as some visitors are from out of town and may not be aware of the facility.

Sandiway Primary school Junior Safety officers will be assisting me with using the speed gun and also designing parking leaflets to issue offending vehicles.
Also I am looking at holding some youth engagement events during the summer months; I am yet to confirm dates as I am waiting for responses from organisations on their availability.

Police appeal after burglars target businesses in Weaverham and Cuddington.
Detectives from Northwich CID are appealing for information after burglars targeted two businesses in less than 24 hours.
At 4.11am on Saturday 30 March officers received reports of an incident at Tesco Express on Northwich Road, Weaverham. They discovered that unknown offenders had broken into the store and stolen cash from the till, along with several bottles of whisky. The offenders then ran down an alleyway at the side of the store and are believed to have got into a getaway car in Kendrick Close.
Less than 24 hours later, at 11.11pm, officers were called to reports of suspicious activity at Chatwins on Norley Road in Cuddington. Officers discovered that that three unknown offenders wearing balaclavas had broken into the bakery and stolen a quantity of cash. The offenders are believed to have fled the scene in a blue car. It is not yet known if the two incidents are linked.
Detective Constable John Brundrett said: “To have incidents of this nature in such close proximity is extremely unusual and we are committed to doing all that we can to trace the people responsible. The investigations into the two incidents are ongoing and we are following a number of lines of enquiry – at this stage we are keeping an open mind as to whether the burglaries are connected. I am keen to hear from anyone who was in the areas at the times of the burglaries occurred and believes they may have witnessed something that may be relevant to our investigation."
“I also want to hear from motorists with dashcams who were driving on Northwich Road in Weaverham or Norley Road in Cuddington around the times the incidents took place. If you think that you have any information that could help our investigation, no matter how small, please call the team here at Northwich Police Station on 101.”

An election is unnecessary for Cuddington Parish Councillors as no wards were over-subscribed. The election for Borough Councillors will still be held on 2nd May.
Please find attached notice and plan for a temporary road closure notice for Weaverham Road, Cuddington, between Chester Road and Norley Road which commences on Tuesday 2nd April 2019. This is necessary "for safety reasons to enable preparatory works to be carried out by Cheshire West and Chester Council". The works are expected to last for "approximately four days".

Update: The work has now started and the road is closed. We can only assume that this stretch of Weaverham Road will be closed until Thursday/ Friday. D&G Bus did have a notice last week that School Lane and Mere Lane bus stops would be out of service during the work but that Ash Road stops would still be in service.
Please find the additional attached notice and plan for a further temporary road closure on Weaverham Road, this time between Sandiway Primary School and Hodge Lane, to commence on Tuesday 9th April 2019. It is anticipated that the work will last for four or five days. This is necessary to enable resurfacing work and will be carried out by Cheshire West and Chester Council.

PARKING ON WEAVERHAM ROAD: Reports have been received of problem parking during Church Services. Nichola Devey, our local PCSO, is going to monitor the situation. She will then advise and deter and also speak to the Church authorities.
SPEEDING: Complaints have been received of speeding on Blake Lane, Ash Road and Moss Lane. The PCSO will be monitoring these areas as well as Norley Road and Weaverham Road.
HOMEWATCH COORDINATORS: The PCSO is going to arrange a meeting with Homewatch Coordinators. The date and venue will be publicised in due course. Anyone interested in forming a new HomeWatch area will be welcome.
SCAMS: A noticeable increase recently in the number of scams. PCSO is pro-active on Facebook in alerting people to these. Recent ones have been a letter from an international postcode lottery, phone calls purporting to be from BT and phone calls claiming to be from a Local Authority regarding Council Tax.

The "Redwalls Playgroup" meet each Tuesday 9:30am-10:45am, during termtime, at Redwalls care home on Weaverham Road where the children interact with the residents for their mutual benefit. Many of the group then move on to the library for Rhyme Time at 11am.
Samantha-Jo Doyle has now been running this little group for a few weeks, and would like to invite more children to join in. They have a craft and colouring activity, songs and music, a story and lots of toys. They particularly would like more pre-schoolers to interact with residents and encourage them to get involved with games. Song time has been the most interactive part of their sessions so far, as the residents are remembering nursery rhymes and joining in, which has been really lovely. Babies and younger children are also most welcome - they have had a few residents enjoying holding a baby for the first time in a long time!
Representatives of the self management company composed of potential allotment holders set up to manage the allotments after handover attended Cuddington Parish Council on 18th February. The handover date, originally early 2017, is continually being put back and, worse still, no one locally at Taylor Wimpey is taking responsibility.
The Parish Council agreed to write to Taylor Wimpey at national level - this has been done and the Parish Council awaits a reply.
Oakmere Cricket Club is effectively the Cuddington and Sandiway local club and provides cricket for many of the village’s youngsters (they are off the A49 just beyond the Shell Garage).
They are a few players short for their Under 11s this year, and would be pleased to see any potential new cricketers - as you can see on the poster, they have practice sessions in March and April.

You might be interested to hear that this website is growing fast in readership. We received an average of over 4,500 visits per month from users during December, January and February, which admittedly was a peak time thanks to the Neighbourhood Plan referendum, panto season and events around Christmas. This represents a year-on-year growth of over 50% in number of visits.
We received visits from around 3,000 'unique visitors' during these peak months, which equates to approximately 50% of the population in the Parish. Let's keep the momentum up and let all your neighbours in on our secret!
Northwich Library will be closed for two weeks from 25 February to 9 March. This is to allow for the installation of self-service technology. In addition some reconfiguration of the space, shelving replacement, re-carpeting and minor re-decoration will be undertaken.
During the closed time issue dates will be extended and customers will be able to use neighbouring libraries. The opening hours will be extended at Sandiway Library so that they are open six days a week during those two weeks – they will open 9am-5pm on Wednesday 6 March (closed 1-2pm).

Northwich Library will re-open on 11th March and staff will be on hand to help customers with the new technology.

Cheshire West and Chester Libraries have launched a free loanable Micro:Bits scheme, now available in every library. Children and adults alike can borrow a ready-made Micro:Bit kit from their local library, which includes everything needed to learn the very basics of coding and programming. To get you started, there are also instructions included for coding some easy themed games, such as making your own “fit-bit” step counter and coding a stop-watch. All Micro:Bit kits are available to borrow free of charge; ask in your local library for more information.
A number of residents turned up to the Public Forum of the February Parish Council meeting to voice their objections to a planning application to build a new care home next to 613 Chester Road (opposite Sandington Drive). It was pointed out that an access onto the A556 was denied for the Forest Edge development because of traffic issues. A development to accommodate 66 people, 40 staff, plus services and visitors, with no other means of access other than the A556 should therefore also be denied.
The development would go against 8 statements in the Neighbourhood Plan. Development on the south side of the A556 has been prevented on previous occasions and it was feared that if this went ahead it would set a precedent. It was also considered doubtful whether the site could have enough parking space.
The Parish Council recommended refusal on the grounds of insufficient parking, traffic concerns on the A556 and lack of need. Councillor Fifield will ask for it to be called in.
Sunday 17 and Sunday 24 March. Buses will replace trains between Chester and Stockport all day.
To Chester, they will depart at 1101 and every 2 hours until 2301. To Stockport, they will depart at 0949, 1149, 1349, 1554, 1757, 1954 and 2149.

We have had confirmation that Sandiway Library will need to close for 6 weeks to have some structural building repair work done, but "following further discussion with contractors the work scheduled to take place at Sandiway Library in March has been postponed until May". The Parish Council particularly requests that residents ensure that their hedges/ trees do not obstruct the pavement/ roadway.
Councillor John Faulkner, Chairman of Cuddington Parish Council, announced at the January meeting that he is not to seek re-election to the Council in May.
He joined the Parish Council in May 2015 having recently moved to the area. Initially he was Chairman of the Village Plan Implementation Group and spent two years tackling the recommendations. During this time improvements were made in the environment, traffic & transport and facilities & community particularly a much more comprehensive village website.
Almost all the actions that were not completed or were ongoing were taken on by Cuddington Parish Council and John was able to lead that process. Recent improvements have been the gateway signs, flower boxes and the re-tarmacing of the Village Hall car park.

The Village Hall management team are looking for more bookings for the Meeting Room within the Village Hall. The room is light and airy and can seat up to 16 people with wifi and presentation facilities (upon request) within the room and kitchen facilities close by. Hiring costs are very competitive and the facility is well suited for business meetings, voluntary groups, craft sessions and similar.

The Ark community cafe has been closed for the pantomime season and for re-decoration but it will reopen on Friday 15 February with food and drink served between 8.45am-2.00pm. The Ark team met in mid January & agreed to support all the applications they've received for a contribution from last year's profits. They have £2,500 to give to local good causes - an increase of £500 on last year's profits!

The council had made enquiries before the January Parish Council meeting to find out how it would go about introducing a time limit on the Mere Lane car park - this was in response to a comment by a resident that there were several vehicles parked there for periods in excess of a week. The process would involve completing two surveys of vehicles using the car park and the total cost of these would be approximately £600 which the Parish Council would have to pay.
Councillors decided that the situation was not serious enough at present to warrant spending that much money.

A number of local residents in Sandiway have received a letter from a developer giving advanced notice about a planning application for proposed 66 bed three-storey care home, complete with car parking facilities, on the paddock next to 613 Chester Road, on the south side of the A556 (opposite Sandington Drive entrance). The planning application has now been received by CWaC (press here to read more).
Please note that the Neighbourhood Plan is most important in guiding the Council in such planning applications.
