Kerbside waste and recycling collections will take place on the usual days this Christmas season for most residents in west Cheshire. Residents who usually expect a collection on Monday 26 December should put their bins out two days earlier by 7am on Saturday 24 December as there are no collections on Boxing Day.
Household Waste Recycling Centres (HWRCs) are closed on Christmas Day, Boxing Day and New Year's Day.
On the other days during the holiday period, HWRCs in Winsford and Northwich will be open at their usual times (note Northwich HWRC is closed Wednesdays & Thursdays). Site opening times during the Winter are 8am-4pm.
Real Christmas trees can be taken for reuse to the following sites any time in January 2023:
Signage will advise where to place the trees, which will be chipped and used as mulch on existing shrub-beds in the borough.

Cheshire West and Chester Council is reviewing the borough's Playing Pitch Strategy and pitch provision. The review will consider all outdoor sport facilities, including those for football, rugby, cricket, hockey and artificial pitch provision (3G), and will provide up to date information on existing and future needs in terms of quality, quantity and location. The review is being carried out by the Council and partners from key national governing bodies for sport including Sport England, Active Cheshire, and Brio Leisure.
The review aims to capture the views of residents, clubs and any other individuals or organisations using a questionnaire. Any individual, organisation, sports group or team can complete the online or postal questionnaire.

Residents, businesses and charities are being asked to sign up to play their part in tackling rough sleeping and homelessness in a new initiative being launched by Cheshire West and Chester Council. The Rough Sleeping and Homelessness Pledge aims to improve the way organisations and individuals work together to tackle homelessness in the borough. Signatories to the Pledge will agree to make a tangible contribution to reducing homelessness and rough sleeping through offering their support and undertaking a number of straightforward actions.
For individuals, this includes committing to contact the forfutures Outreach Support Team if they believe that someone is sleeping on the streets and supporting the many local organisations working to provide assistance on the ground.
Meanwhile, businesses are encouraged to provide training and employment for people recovering from homelessness, and to make preventing homelessness part of their corporate social responsibility.

The Council is urging all Cheshire West and Chester residents to help the environment by choosing to reduce, reuse and recycle their food this Christmas. Global food waste produces more emissions than all commercial flights put together. In the UK, food waste contributes to 5 per cent of our emissions, the same as one third of all our cars. At Christmas, the Council collects and recycles more food waste than at any other time of the year, and this season we are ready to collect food waste which has been separated from other recyclables and general waste.
The borough's kerbside recycling service enables almost every household in Cheshire West and Chester to conveniently recycle their food waste separate from their other recycled waste, and tens of thousands of Cheshire households make use of this weekly service. Food waste is turned into green electricity to power peoples' homes and a fertilizer that puts vital, natural nutrients back into our farmers' fields.

To-date the Household Support Fund has helped support many vulnerable residents within west Cheshire pay for energy bills, food, clothing, and wider essentials, including vouchers during school holidays. In this latest round, £2,290,047 has been allocated to the Council and is available until 31 March 2023. The Fund is intended to support a wide range of low-income households in need including families with children of all ages, pensioners, unpaid carers, care leavers and disabled people.
An online application along with proactive allocation of financial support is planned, to ensure help reaches those people experiencing financial hardship as quickly as possible. Working collaboratively with the Poverty Truth Advisory Board, partner organisations and schools, the Council has set out clear eligibility criteria. This information together with a list of partners supporting the scheme can be found on the Council's website. A simple application form is also available for anyone not applying through one of the partner organisations.

National Energy Action, a national charity aiming to end fuel poverty, estimates 6.7 million households are currently in the grip of fuel poverty following a 130 per cent increase to gas prices over the last 18 months. The Borough Council is working alongside a number of partners across the borough to provide support to residents this winter. These also include:
Funding has been secured from the Department of Business, Energy and Industrial Strategy to provide Home Upgrade Grants to households in properties that do not use gas as their main source of heating. These could include homes that use electric, Liquid Petroleum Gas (LPG), oil or solid fuel to heat their homes. The grants will provide eligible households with funding to improve the energy efficiency of their homes, helping them to reduce their energy bills.
A network of Warm, Welcoming Spaces have been set up in various venues across the borough, providing people with a place where they can go, for free, to stay warm, feel safe and connect with others in their community. Libraries, some Brio Leisure Centres, Chester Grosvenor Museum and the Lion Salt Works in Northwich are part of the scheme. Many (local) churches and community venues have also opened their doors as part of the initiative and more venues are joining regularly.

Police and Crime Commissioner John Dwyer is encouraging local community groups, businesses and members of the police family across Cheshire to apply to the Community Cashback Fund over the Christmas period.
Taken from money seized under the Proceeds of Crime Act (POCA), each of Cheshire’s nine Local Policing Units (LPUs) has been allocated £10,000 from the fund. The aim is for local residents and businesses to work with their neighbourhood policing teams on projects to improve their community.
‘Not for profit’ organisations such as charities, ‘friends of’ groups, neighbourhood groups, social enterprises and community groups are encouraged to apply. Local businesses and Parish Councils can also apply to the fund, as well as local policing teams themselves.
All applications must meet the criteria and support one of the six aims of the Police and Crime Plan - these are:

"I am thrilled to say we have been successful in our bid to John Dwyer, the Police & Crime Commissioner for Cheshire’s Community Action Fund. The funding has been awarded to employ a Youth Worker for the Youth Club and allow the club to open on a more regular basis.
We are committed to doing all we can to prevent anti-social behaviour in the village and this project will encourage even more young people to get involved. With an increase in youth club sessions and a wider range of activities we hope to attract young people not currently engaged in positive activities from the community, diverting them away from trouble. Our sessions will be tailored to the needs of the young people attending to ensure they are engaging and give us the best opportunity to develop positive relationships.
We will be advertising for a part time Youth Worker position shortly and hope to open on a weekly basis, starting in the New Year."

New timetable commences. Most Monday to Saturday times will be earlier. Trains to Manchester depart Cuddington at 0618, 0711, 0818 and hourly until 2218, 2314. To Chester, they go at 0716 and hourly until 2316, 0020 (a few are a minute or two later). There are also Monday to Friday extras: 06:30 and 0712 Chester - Cuddington 0652 and 0741 - Stockport, and Stockport 1754 - Cuddington 1851 - Chester. Sunday trains are mostly unaltered: to Manchester at 0925, 1117, 1320, 1524, 1724, 1927 and 2120; to Chester at 1015, 1209, 1414, 1614, 1814, 2014 and 2208.
Warning:
In the new timetable, trains may arrive from both directions at the same time. Let them depart before crossing the line!
Some 4-coach trains have doors on an end coach locked because they are too long for some platforms.
There is a Monday to Friday 1708 Stockport to Chester calling at nearly all stations but beware it does not call at Cuddington nor Delamere.
Saturdays 24 and 31 December:
The last trains will be a lot earlier than in previous years -
Saturday 24 thru to Tuesday 27 December: No trains (part strike, part holidays).

Strikes:
Rail union RMT in November announced it "had beaten the anti-trade union laws yet again with a stunning mandate for more strike action on the railways" - so more strikes to come!

When John Douglas designed his church at the turn of the 20th Century, he probably didn’t realise that he was not only creating a perfect place for the faithful to worship but he was also producing a wonderful setting for the making of a Myriad of Memories. Since St John’s became a Parish Church for Sandiway in 1935, it has had seven vicars; nine lay readers; ten churchwardens; six full time musical directors; and a number of Sunday School, Youth and Mother’s Union Leaders. There have been weddings, baptisms and funerals a plenty and annual, special and historical events. Well over one hundred people have helped to put this book together. Many have sent their memories in writing, thirty have been interviewed in their own homes. Others have searched boxes in their lofts and attics to find old photographs and ephemera. Within, there are nearly 200 pages of quality paper packed with 366 colour and black and white photographs. All the memories are special and some are sheer moments of magic.

Residents of all ages and backgrounds are invited to lead the way in making Cheshire West and Chester somewhere everyone can live life to the full for longer. The aspiration of the Cheshire West and Chester Age-friendly network is to ensure people of all ages are treated with respect and the borough is a place where older adults feel included and valued.
Being involved would include reviewing policies and overall direction of the network and bringing together groups of residents and local organisations. Joining a group would require attending meetings, being out and about in your community talking with people and helping your neighbourhoods to be more welcoming to older adults.

The council has been shocked to learn of the amount of anti-social behaviour at the library which has included threatening behaviour towards staff. It was therefore decided that CCTV cameras will be installed at the library. They will also cover the car park and shops on Mere Lane and Fir Lane.
Similar anti-social behaviour around the Village Hall and shops on Norley Road has generated home visits by the police for suspected youths/parents, supported by CCTV images. It is hoped that similar threats will deter such behaviour near the library.
At 10.45am members of the public may gather at our War Memorial, at the crossroads on Weaverham Road/Norley Road, where Vicar Ruth will carry out a short service. The Church have very kindly offered to provide a warm drink in the Church Hall afterwards.

Cheshire West and Chester Council is supporting the new national 'Take Charge' campaign, which urges consumers to recycle dead batteries and to never throw batteries away alongside general rubbish. Consumers across the UK are being urged to "join the fight against Zombie batteries" in a bid to tackle the growing number of fires caused by carelessly discarded dead batteries. Dead batteries thrown away with other waste and recycling, which the campaign refers to as "zombie batteries", are likely to be crushed or punctured once the waste is collected and processed.
"Many people may not be aware of the potential risks from discarded dead batteries. Our residents can recycle batteries using their kerbside collection service. All you need to do is put them in a separate container beside your recycling bins on collection day."

Cheshire West and Chester Council is calling for anyone with community equipment they no longer need to return it so it can be reused. The Council is helping make sure any of this unwanted equipment can be reused to support people to live independently for longer in their own homes in the community.
Any equipment will be marked with a Ross Care sticker and cleaned and prepared for reuse, reducing the need to buy new equipment in future. Any such returns shall be free of charge.

Cheshire West and Chester Council’s Trading Standards officers are advising residents of an energy bill scam.
Some residents have received text messages, claiming to be from the Government (GOV.UK), inviting them to apply for the £400 discount under the Energy Bills Support Scheme. However, the £400 will be paid automatically and you do not need to apply.
The £400 energy discount scheme introduced by the Government will see households in England, Scotland and Wales with a domestic electricity account get a non-repayable grant of £400 between October 2022 and March 2023.
It will be paid in six instalments, with the first two instalments of £66 paid in October and November, followed by four payments of £67 from December to March.

St Nicholas Catholic High School are organising an Open Evening for their Years 4,5&6 parents and children for Thursday 29th September from 6-8pm.
After much pressure from the Parish Council and local residents, a zebra crossing is to be installed on Norley Road. This is something the council has wanted to do for some years and the need for more zebra crossings was highlighted in the Village Plan in 2015.
The crossing will go from property number 96 on Norley Road to 97 on the other side, close to Cuddington shops, and will be a safe route across Norley Road to our fabulous and popular playing field.
A Neighbourhood Watch meeting is being held at CUDDINGTON & SANDIWAY VILLAGE HALL, NORLEY ROAD, CUDDINGTON, NORTHWICH, CW82LA on FRIDAY 9TH SEPTEMBER 1830-1930 hours to recruit more coordinators/members for NORTHWICH/WINSFORD.

Funding is being made available for the national "Trees for Climate" programme, which is playing a major part in increasing access to nature for communities across England. The funding will see tree coverage across Cheshire West increase, with the area's local Community Forest, The Mersey Forest, managing both national delivery of the Trees for Climate programme and delivering trees in the ground locally.
England's 13 Community Forests aim to plant around 1,433 hectares (ha) of trees – or around 2,007 football pitches – across England, thanks to over £34 million of funding announced for year three of the Trees for Climate programme.
The funding will help to provide grants that cover up to 100 per cent of the costs for tree planting and 15 years of maintenance payments, to ensure that any planting continues to deliver long term value for the landowner.

Many residents are currently facing challenges due to the rising cost of living particularly in relation to fuel, food and other household emergency costs. Cheshire West and Chester Council is asking for those people who are currently facing financial hardship to look at whether they may be eligible for funding that is available.

The piece of land known as 'Fleamoss Pit' has been sold at auction after a process which has taken many years to complete. It is situated between Cuddington station, Mayfield Drive and Cheryl Court and is reached by a track beside Oakmere Wealth Management. For many years it has just been scrubland which the council has had to pay to maintain - a decision was therefore made to sell the land.
A local developer has bought the land via auction and has informed the council he would like to build up to 3 bungalows, subject to planning permission being granted. The developer also hopes to get permission from Cheshire West and Chester council to gain access from Cheryl Court.
The Youth Club will reopen on Friday 16th September after the school holidays and then operate every 2 weeks - the last date in 2022 will be 9th December.

Residents in homes that are not connected to the gas network could be able to access a new grant to improve the energy efficiency of their homes.
The Home Upgrade Grant, secured by Cheshire West and Chester Council from the Department of Business, Energy and Industrial Strategy, is available to eligible properties which are not heated by mains gas. Typically, the main heating source for these properties will be electric, Liquid Petroleum Gas (LPG), oil or solid fuel.
Households will need to apply for the funding and the measures installed could include such things as external and internal wall insulation, loft insulation, under-floor insulation, air source heat pumps, single glazed window and door upgrades, high heat retention electric storage heaters and solar panels.

St John's Church is an iconic building designed by architect John Douglas that is approaching its 120th anniversary as a place of worship in the village. Over the next few months you may notice some work on the church tower as we carry out essential repairs. We are also looking to the future with revised plans for the building.
For many years, St John’s has wrestled with the challenge of balancing the beauty of a listed building against the need for modern facilities - an access ramp, indoor toilets, and a kitchen. We now have a clear vision and plan for our church building that adds the facilities whilst preserving the heritage, so that we can truly welcome all and better serve the community.

Residents can now access free, confidential and impartial welfare support and financial advice in more ways than ever across west Cheshire. Citizens Advice Cheshire West (CACW) provides independent support to residents on behalf of Cheshire West and Chester Council. It ensures residents have information and advice on a range of topics from benefits, housing matters and debt and money management to employment rights and redundancy, and social care related issues.
The newly improved service means a vast amount of information and help can now be found by visiting citizensadvicecw.org.uk. Residents can talk to an advisor via live chat and by calling the free phone number or arrange to speak to an advisor by emailing via the website. CACW has a dedicated 'Help Through Hardship' free helpline to support with emergency foodbank and energy vouchers. It has also been awarded money from Government’s Household Support Fund by the Council to help local residents most in need with food, energy, water, and wider essential costs.
A mix of drop in and pre-arranged face to face appointments are available at a range of locations. Free phones are based across the borough (including in the corner of our church hall on Norley Road) for those who need them and provide direct dial access to the adviceline, Help to Claim service and Community Connectors.

There are plans for road closure for Norley Road (between the junctions of Windsor Close and Park Crescent) which commences on, or soon after, Monday 15 August and "It is anticipated that the works will take approximately 2 weeks to complete". This is necessary for safety reasons to enable renewed electric connection works to be carried out by Scottish Power.

Northwich Library is closing its doors to the public temporarily to allow for a structural investigation of the rear wall of the library which is in need of attention relating to the age and condition of the existing timber framed building (PRESS HERE to learn more). As a result, Sandiway, Barnton and Weaverham libraries will be offering extended opening hours while Northwich is closed.

The Council is asking residents to share their views on proposals to improve its mental health support service. The Council currently offers a dedicated support service to people with severe and enduring mental health needs via day services, supported living accommodation and outreach support in the community.
The proposals outline a service focused on delivering short-term, recovery-focused support to prevent, reduce or delay longer-term and more complex and severe needs. The aim is to strengthen the service to ensure that it is a modern and valuable offer that can meet growing demand in a cost-effective way. The redesigned service would support more people across the whole borough and have strong links to community and voluntary groups to support individuals within their communities, providing the tools and techniques to manage their mental health. Where individuals require longer term, ongoing support, this will be met by a mix of support from external providers and community support.

Cheshire West and Chester Council is urging residents to share their views on its draft strategy for ensuring everyone aged fifty-five and over can live safely and age well within their local communities and own homes.

The final strategy will make west Cheshire a place that can support older people by ensuring local accommodation meet the changing needs of an individual as they age and is flexible to adapt to changing physical conditions and health. Its aims are to improve health, wellbeing and quality of life for older people, ensuring they can access their local community, live in suitable and adaptable accommodation with appropriate care and support, have a range of accommodation choices and get the right level of support at the right time and in the right way.

The Birmingham 2022 Queen’s Baton Relay will visit mid-Cheshire later this month during its final journey through England this summer. The 16th official Queen’s Baton Relay celebrates communities across the Commonwealth during the build up to the Commonwealth Games in Birmingham on 28th July.
Northwich has been chosen to host the 16th official Queen's Baton Relay on 17 July, as part of its tour of the Commonwealth – PRESS HERE for more about its final day in mid-Cheshire. Batonbearers will carry the baton through the town before moving on to other parts of the North West that weekend and then across the country for the final leg of a global tour which began in October.
To celebrate the baton's visit to the town and in a unique collaboration between the schools in the area, thousands of pupils from 42 primary and secondary schools in Northwich and Winsford will link up over five days in a way that has never happened before and on such a large scale. Pupils from each school will take part in a Schools Baton Relay from 11-15 July. Each school will take its turn carrying the baton on to the nearest school with the same baton being passed on from school to school on a total 47-mile-long tour around the towns. As the baton is passed to each school, a handover ceremony will take place when the schools present their own 'pledge', based on the values of the Commonwealth Games, committing to further participation in competitive sport and striving to achieve net zero.
The Schools Baton Relay starts at Rosebank School in Northwich at 10am on Monday 11 July. The Queen’s Baton will be coming through Weaverham on Monday 11 July and through Cuddington & Sandiway on Tuesday 12 July.
A planning application was submitted in May for the erection of 13 new residential units, including 4 affordable dwellings, "with associated infrastructure and landscaping", on the land adjacent to 613 Chester Road Cuddington, ie opposite the entrance to Sandington Drive. This is on the same land as a proposed Care Home was refused in 2019, and 14 residential units refused in 2021 (see July 2021 Newsroom story).

Cheshire West and Chester Borough Council refused to grant planning permission for the above proposal. The appellant ("Tabley Homes Ltd and Renew Land Sandiway Ltd") has made an appeal to the Secretary of State against the decision. The appeal will be determined on the basis of written representations (all the representations made previously have automatically been forwarded to the Planning Inspectorate and the appellant). The procedure to be followed is evidently set out in Part 2 of the Town and Country Planning (Appeals) (Written Representations Procedure) (England) Regulations. 2009.
Residents are reminded to stay COVID-safe and get up-to-date with their vaccines as the infection rate of the virus rises in Cheshire West and Chester (CWaC). In recent weeks the number of COVID-19 infections has increased across the UK and the north west, with the dominant strain changing from the Omicron BA.2 variant.
Latest data shows that Omicron BA.4 and BA.5 now make up more than half of the COVID-19 cases in the UK and are driving the increase in infections. In Cheshire West and Chester the seven-day infection rate to 24 June is 220 per 100,000 people, a 52% increase on the previous week. The Office for National Statistics (ONS) infection survey also estimates that 2.7% of people in Cheshire West and Chester are testing positive between 12 June and 18 June, which is a 0.7 per cent increase on the previous recorded week.
There are 164 patients with COVID-19 being treated in local hospitals, an increase from 88 a week earlier.

Cheshire West and Chester Council has worked with travel partners to arrange free travel for Armed Forces personnel and veterans for Armed Forces Day this weekend. The Cheshire West and Chester Enhanced Partnership is an agreement between the Council and local bus operators to work together to improve local bus services.
Agreements exist with Chester’s 'Park & Ride' services, dial-a-ride, Stagecoach, Arriva, and Warrington’s Own Buses. Different agreements for different days - see below to view the detail:

Ukrainians fleeing conflict by staying with family in Cheshire West and Chester are offered support to help them settle into the borough. Cheshire West and Chester Council is appealing for anyone who has arrived in the borough through the national Family Visa Scheme to get in touch to find out what help and support is available.
The Council is funded by government to provide support for refugees coming to the UK under an alternative scheme, Homes for Ukraine, which enables residents to become sponsors and offer accommodation to a Ukrainian guest for a minimum of six months. Under this scheme the Council has full details of each arrival, but not for those who have arrived in the borough under the Family Visa Scheme, which makes it very difficult for the Council to engage and offer support.
Regardless of which route Ukrainians have arrived, the Council’s role is to help to make sure that all arrivals, including their sponsors, are safe and supported, that refugees have access to services like health, education, work and benefits and that Ukrainian families are supported to integrate into local communities.Alongside this, the Council has been working with partners in the community and voluntary sector to help refugees arriving through the Family Visa Scheme to access support.

A Ukrainian family has arrived in Cuddington seeking refuge from the terrifying conditions in their home country. Many people will have seen lamp posts around the village decorated in Ukrainian colours to welcome them.
Police and Crime Commissioner for Cheshire, John Dwyer, has launched a survey for people living and working in rural communities to better understand their policing needs. The feedback will be used to hold the police to account on tackling criminal activity in rural areas.
With around two thirds of Cheshire classed as rural, protecting these communities is a priority in the Commissioner’s Police and Crime Plan. Unfortunately, many of the crimes committed within rural areas often go unreported. The Rural Crime Survey aims to gather a range of people’s experiences and build on the relationship that rural communities have with the police. John & Eileen Kerrigan deserve the adult Citizenship award due to their selfless voluntary service to the community for many years.
John & Eileen have lived in the village for a considerable number of years. They both set aside many hours between 2012-2015 in helping create a Village Plan - John is the 'go-to man' whenever the Parish Council need a village consultation carrying out; his voluntary work in the community is second to none!
John was also Chairman of the Neighbourhood Plan Steering Group during the production of the “Neighbourhood Plan” in 2015-2019, which now forms part of the Development Plan for Cheshire West and Chester Council, and this plan is taken into account when planning applications are decided by Cheshire West.
More recently, John was the village spokesperson for the resident’s action group, “Save Our Surgery”
He is also a school Governor at St Nicholas High school.
Eileen is a long serving parish councillor and has worked tirelessly to make the village a better place to live. She was instrumental in the refurbishment of the Norley Road playing fields in 2018, and the creation of the new car park at Mere Lane in 2016.
Eileen, sat on the Neighbourhood Plan committee as well as the Village Plan. When it comes to big projects like this, John and Eileen very much work as a team.
Currently Eileen is as busy as ever liaising with Highways about the installation of Speed Indicator Devices (SIDs), which residents requested back in 2012.
Mason Karpinski. For his birthday this year, Mason asked for donations instead of presents. He spent that money on Easter Eggs which he gave to Northwich Community Support who were collecting Easter Eggs for families in need.
Volunteers have just finished planting our herb garden and bee-friendly garden planters at Cuddington Station as part of this year's entry for the "Best Kept Station" competition.

Freya attends Sandiway Primary School and enjoys everything sporty. She plays football for Cuddington & Sandiway and also does gymnastics and roller skating as well as walking her pug. No surprise then that she will be fundraising for the Youth Sport Trust.
An exciting schedule of events is planned across west Cheshire during Carers Week from 6 to 12 June to recognise the significant contribution unpaid carers make.
Carers Week is an annual campaign run by Carers UK that is brought to life by thousands of individuals and organisations coming together to provide support for carers, run activities, highlight the vital role carers play in communities and draw attention to just how important caring is.
Plenty of organisations, including Cheshire West and Chester Council, work closely with carers throughout the year and a full schedule of events is planned for Carers Week, including things like walks, afternoon tea, flower arranging, drop-in sessions, meals out and much more.

Cheshire West and Chester Council is extending the hours of its HELP phoneline over May half term, ensuring residents facing fuel, food and other emergencies can speak to someone and access support if they need to.
The Council’s Help in Emergencies for Local People (HELP) scheme runs all year, and the hours it is open will be extended during the holidays. The scheme will be available on Saturday 28 May and Sunday 29 May, 10am – 4pm, throughout half term week (including the two bank holiday days), 8am – 6pm, and on Saturday 4 June and Sunday 5 June, 10am – 4pm. In addition Council plans are well under way for a significant Holiday Activity Fund programme this summer, incorporating the Household Support Fund. Cheshire West and Chester Council is delivering a wide range of regeneration projects across the borough; to transform Winsford town centre, Weaver Square in Northwich, Chester’s Northgate, Chester’s Rows, and the area around Chester railway station.
Further work is taking place in Northwich to address challenges along the Winnington Lane corridor. The plans include a new road bridge across the River Weaver and converting the existing Listed Bridge for use by cyclists and pedestrians. Improving the links to the town centre, station and bus interchange through a number of road and junction improvements will provide better access for cyclists and walkers to use the Winnington corridor and reduce car traffic.
The Council’s Cabinet on 8 June will consider submitting an application under the Government’s Levelling Up Fund round 2 for the Northwich projects.

Following news of her nomination, local charity volunteer Hannah Thompson at Duster’s Ark animal sanctuary in Sandiway, has been awarded Volunteer of the Year in the Petplan & Association of Dogs and Cats Homes (ADCH) Animal Charity Awards 2022. Celebrating its 10th anniversary this year, the awards recognise the remarkable work carried out by animal charities and not-for-profit organisations across the UK, Ireland and Channel Islands who have gone the extra mile to help rescue and rehome animals in need.
On receiving her award, Hannah said: “It feels unbelievable to have won, I can’t believe it. There are no words really. I can’t explain what it means, it just means so much. I’ve never really needed this. Working with the animals is just an incredible feeling and it’s what I want to do for the rest of my life, this is just amazing. Thank you.”
Hannah suffers from Ehlers Danlos syndrome – her mum Jennifer Thompson also commented on the impact that volunteering has had on her: “Volunteering at Dusters Ark has literally changed Hannah’s life… . Over the past 5 years, with continuous support from Cat and Jonathan and the love of the animals, she has gained knowledge, skills and confidence and is looking forward to starting a degree in animal management, behaviour and welfare later this year.”

Music Trains are back in 2022!
They have a programme from May to October, starting with Chester to Plumley and the Golden Pheasant on Wednesday 25 May as part of national Community Rail Week. On Friday 10 June, the Music Train runs from Chester to the Angel in Knutsford as part of Knutsford Music Festival. Then from Wednesday 13 July and every month until October it runs from Chester to Plumley and the Golden Pheasant. Plus they will have a Music Train from Altrincham to Alexanders in Chester in August and lunchtime Music Trains for groups from Chester to the Railway Inn in Mobberley.
Although they can now run Music Trains again, COVID has not gone away and is still a risk. I know that some people will not want to travel for the time being. And it is always possible that train services might be affected by staff shortages. There is therefore a small possibility that a Music Train might have to be cancelled at short notice. In that case you would receive an email notification if you are on the mailing list and a note would be put on the Community Rail Partnership website and its social media accounts.
There is no charge for the Music Train, though there is a collection on the way back for the band and you will need a train ticket. There is music on the train both ways and at the pub. No need to book unless you are a group – just get into the rear carriage. Music Trains from Chester leave Chester at 19:00 (Cuddington at 19:22) and the return train arrives back in Chester at 23:15 (Cuddington 22:48). You can get on or off the train at the intermediate stations along the way.
You must buy your ticket from the platform ticket machine. At Chester you can also buy it from the ticket office. If there isn’t a ticket machine at your station or if the machine isn’t working then you can buy a ticket from the conductor on the train.

The Junior Citizen of the Year is awarded to someone under 18 who has done ‘something really special’. Anyone can nominate someone for this, not just parents. We can confirm that the Shell Station on the A49 will be closing on 9th May for a major refurbishment. It is anticipated that the closure will last for a number of months.
According to the approved planning application, the work involves "Demolition of existing sales building and construction of a new sales building, delinking of canopy, repositioning of HGV fuel dispenser and new underground diesel tank, provision of car parking provision of single EV charger, alteration to the access arrangements, creation of new egress and associated works".
Cheshire West and Chester Council is encouraging residents and carers who access support in their communities to share their views on current services and what they’d like to see in the future. Working in partnership with NHS Cheshire Clinical Commissioning Group, the Council currently offers, through providers, a range of services to ensure everyone can remain healthy and independent for as long as possible and access the right support at the right time.
Community-based services can range from befriending schemes, wellbeing activities and carer breaks to more intense support with long-term conditions, following a stay in hospital, help and care at home and rehabilitation. The consultation, which is now live, will ask for people’s views on the council’s proposal to create a more co-ordinated single service with an increased focus on prevention and partnership working.

Every year, the Ark community café shares its profits with local charities. Thanks to your support, in March Steve Chivers, Chair of the newly formed Cuddington & Sandiway’s Youth Club, received a donation of £400 from the Ark Team. He said this will be used to purchase games equipment for the Youth Group, a microwave, help fund safeguarding training and if any left, be put towards improving the heating system.

We are aiming to re-start rehearsals for Dick Whittington on Sunday 23rd October at the Church Hall. (If that changes for any reason we will let you know [PRESS HERE for their facebook page]). The production dates will be 26th-29th January 2023. Having already rehearsed the show to some extent, we are considering leaving out Wednesday evening rehearsals for the first few weeks, but will keep this under review. We really hope that everyone will still be available for the show, which would mean we do not have to worry about any recasting, but if anyone already knows or becomes aware through this year that they will not be able to take part, please let us (Bob Barker, Steve Liddle, Judith Melia) know as as soon as you can so we can plan accordingly. Residents are being asked to share their views on west Cheshire’s Pharmaceutical Needs Assessment. The Council undertakes a Pharmaceutical Needs Assessment (PNA) every three years to make sure that residents can access pharmacy services appropriately. The report also helps to anticipate future needs and changing demand for services.
The report covers all NHS community pharmacies in the borough and includes those family doctors who are permitted to dispense medicines as a pharmacist would. Community pharmacies provide services such as dispensing medicines and offering advice and practical help on keeping healthy. An important part of a PNA is to consider what residents think about community pharmacy services.
Residents are being asked to help shape the report, which will be used by the NHS to work out if any changes are needed to pharmacy services and make informed decisions about future provision in the borough.

Not many villages have their own miniature railway, but we are lucky enough to have one. Popular with children and adults alike, ours is getting bigger.
The formal opening of the Northern extension of the railway in Sandiway Wood, part of Kennel Wood behind Blakemere Craft Centre, will be on Easter Saturday by Mr John Nicholson of the 71/4 Gauge Society.
This extension has been achieved 9 years after the first piece of track was laid in Sandiway Wood and marks 25 years of the railway in the village, having been previously located in the grounds of Petty Pool college.
Rides are £1 per person - cash only and will be available on Easter Saturday, Sunday and Monday with Steam engines on each day.
The next stage of the redevelopment of Winsford town centre can now begin after planning permission was approved to transform a key part of the centre, following the development of the new Aldi last year. The Council has planning permission to demolish Queen’s Parade and Fountains Court and replace them with modern retail shops and restaurants, a drive-to/through coffee shop, new car parking and the relocation of war memorials to a new public square.
Work is expected to start on site later this summer.

The Council secured £9.98 million from the Government’s Future High Street Fund and is also investing £11 million of Council funding to pay for the scheme.
Our Council is encouraging people to play their part and help clean up litter in west Cheshire during Keep Britain Tidy’s Great British Spring Clean 2022. This year’s campaign, called One Bag Big Difference, running from 25 March to 10 April, calls on families, neighbours, friends and colleagues to pledge to pick a bag of litter from nearby streets and beauty spots.
As well as polluting our streets, open spaces and parks, litter harms wildlife and costs the council money to clean up that could be spent on other services.

On 3 February the government announced a Council Tax Energy Rebate scheme to support the many households dealing with the rising cost of household bills in 2022-2023, driven by increasing energy bills. Residents paying Council Tax by Direct Debit will receive the Government’s £150 Tax Rebate in April in response to the rising costs of energy. There will be payments directly into bank accounts from mid-April to early May. Households living in band A to D properties will automatically qualify for this rebate (others may not).

The Local Government Association (LGA) urged people to be alert to the scam and not give out personal information. It emphasised that councils would never request bank details over the phone.
Anyone who unexpectedly received a text, email or phone call seeking information or payment should not give out personal information, including bank details, click any links or respond until they could be sure it was genuine, the LGA said.
Eligible households in England that pay council tax by direct debit should receive the payment directly into their bank account. The government has urged people to set up direct debits and the LGA said those who did not pay their council tax by direct debit would be sent a letter with details of how to claim.
A new charging scheme for residents disposing of large amounts of construction waste is being introduced at our local household waste recycling centres (Winsford & Northwich) from April 2022. This will include waste such as soil, rubble and hardcore which is not classified as household waste and the Council (apparently) has no obligation to accept.
The Council do, however, recognise that residents rely on the existing service when carrying out small DIY projects. To ensure everyone can continue receiving this service and avoid having to rent a skip or source another outlet (or fly tip!), there will be no charge to residents leaving small amounts of construction waste (up to three bags).
A £3.70 per bag charge to leave four or more bags of construction waste or ceramic items at the recycling centres will begin from 1 April 2022. Charges will only apply for construction/DIY materials and not for domestic waste materials.

The COVID-19 Additional Relief Fund (CARF) supports businesses that have been affected by the pandemic, that are ineligible for existing support linked to Business Rates. Cheshire West and Chester Council has a further £7,703,055 from the Government to support local businesses.
Businesses will be required to evidence the impact of COVID and sign a declaration to confirm that they do not exceed subsidy levels, and they must have been in occupation of their premises and trading or providing a service during the period 1 April 2020 to 31 March 2022.

This cycle race will take place on Sunday 27th March. The Village Hall is a rest halt and feeding station for this event and so the car park on Norley Road will be closed from early on Sunday until approx 4pm.
Free COVID-19 testing in Cheshire West and Chester ends at the end of March. Closing the service is part of the national plan for living with the virus following the ongoing success of the COVID-19 vaccination programme, which makes anyone fully vaccinated 10 times less likely to suffer serious symptoms or need hospital treatment than unvaccinated people.
Cheshire West and Chester Council launched the no-symptoms testing service in the borough in December 2020 and has carried out more than 52,500 Lateral Flow Device (LFD) tests and given out more than 156,500 home test kits.
The Council has fixed testing centres at Stanney Oaks Leisure Centre, in Ellesmere Port, and The Dingle Centre, in Winsford, as well as two pop-up testing units which tour the borough, focusing on areas of greatest need. Many of the borough’s libraries also offer home test kits.

Visyon has supported the emotional health of children, young people & their families since 1994. Demands on this charity have increased since Covid.
The money from the Ark profits will be used to decorate additional rooms needed for therapeutic work and family support.
Pinewood is a Children’s Home in Darnhall School Lane, Winsford, run by Cheshire West and Chester Council which provides high quality respite provision for children and young people with Special Educational Needs (SEND) across the borough, offering short breaks for up to three disabled children at a time.
Pinewood has recently been graded as “Outstanding” across the board following a recent Ofsted inspection.
Short breaks are services that can help families with a disabled child. They give disabled children the chance to have time away from their families, make new friends and most importantly have fun.

Cheshire West and Chester Council is working with The Mersey Forest and Cheshire Wildlife Trust to host a series of webinars looking at some of the actions people can take to address the climate and nature emergencies. The short, lunchtime webinars are free to attend and will provide residents with advice and guidance from local experts on a range of topics related to protecting nature and the environment.

Last spring the Playing Fields Association asked local specialist Ascent Arboriculture Ltd to carry out a safety inspection of trees at the Field. In their report Ascent recommended the removal of three trees alongside the Scout Hut as two were dead and the other was in poor condition. Ascent were asked to proceed with the recommended work and they offered to plant, free of charge, three new trees in place of those they would remove. The new trees, as detailed below, have now been planted and will contribute to the Field landscape for many years to come. Many thanks to James Worrall of Ascent Arboriculture who is a resident of the village.
The trees that were planted are all native to the UK; they are:
Cheshire West and Chester Council is appealing for anyone with community equipment that is no longer needed to return it so it can be reused. The council has announced an amnesty to ensure that this equipment, which enables independent living, can be reused to support other people.
The community equipment is an integral part of the council’s work to support people to live independently in their own homes for longer, where appropriate. Cheshire West and Chester Council’s Road Safety team has arranged free training for children, families and adults in the borough looking to take up cycling or improve their confidence and skills.
Courses for children in years 6 to 9, who have completed their level two training in primary school, are taking place during half term on Wednesday 23 February at The Pavilion, Wharton Recreation Ground, East Dudley Street, Winsford, W7 3AQ at 10am (pre-booking is essential). Young cyclists will learn how to plan a journey and ride assertively, maintaining a suitable riding position and much more.
For adults, whether you’ve only just learnt to cycle or are a regular cyclist looking to improve your skills, private one-to-one sessions can be tailored to suit your individual abilities and goals. Basic (complete beginner), Urban (quiet local roads) and Advanced (complex junctions and busy roads) sessions are available.

Cheshire Constabulary is asking for the public’s feedback on plans to have face-to-face helpdesks at just five police stations around the perimeter of our county.
Currently there are 16 helpdesks in Cheshire, including one at Northwich, which have varying opening hours over five to seven days a week, but evidently many are seldom used.
Under the new proposals a helpdesk service would be provided at police stations in Blacon, Crewe, Warrington, Widnes and Macclesfield, all of which are 13 miles or more from our village and difficult to access by public transport.
These helpdesks would be open to the public between 8am and 5pm from Monday to Saturday. In addition, a virtual video link to a helpdesk officer would be available within the same opening hours at Northwich Police Station.
There are reports that waiting times on 101 phone lines are long and we are told:
“The savings we make will be reinvested into our force contact centre, helping improve our response times in answering 999 and 101 calls, which is a key priority for the Constabulary. This investment will also support our work in dealing with online enquiries, which we are seeing more and more of with the advancement of technology.”
“It is important to reiterate that we are not proposing to close any police stations, and although some helpdesks would close under these proposals, these will be substituted by regular Police Community Support Officer (PCSO) surgeries."

With Spring just around the corner, Cheshire West and Chester Council is reminding residents that now is good time to prune trees and hedges, before the start of the bird nesting season. Pruning removes dead and dying branches, allowing room for new growth and protecting your property and passers-by from damage. It also deters pest and animal infestation and promotes the plant’s natural shape and healthy growth.
Residents, landowners and farmers are responsible for trees and hedges on private land, particularly if they are overhanging and blocking the road or pavement. You should always check whether or not the trees are protected by a Tree Preservation Order (TPO), as works to cut overhanging branches may need special permission. It is also an offence under Section 1 of the Wildlife and Countryside Act of 1981 to intentionally take, damage or destroy the nest of any wildbird while it is in use or being built.
The council’s website has a wide range of advice and guidance if you have a problem with trees that are not on council-owned land.

On World Wetlands Day (2 February), Cheshire West and Chester Council highlighted the work that is taking place across the borough to create important wetlands that will support a range of native wildlife. Wetlands are critically important ecosystems that contribute to biodiversity, freshwater availability and climate mitigation and adaptation. World Wetlands Day highlights the importance of these bodies of water and, how worldwide, wetlands are being lost three times faster than forests with nearly 90 per cent of all wetland habitats, including ponds, disappearing in the last 300 years.
As part of the Council’s work to address the nature crisis, the Council is acting as the habitat delivery body for Natural England's great crested newt strategic licensing scheme, known as District Level Licensing (DLL). Under DLL, developers pay a conservation payment, which is then used to create or restore new ponds in strategic areas within the borough. The ponds are secured, monitored, and managed for 25 years – all funded by the developers.
Since the scheme started in 2018, the Council has created over 108 ponds, including 50 in the last 12 months. The Council’s Total Environment Team continue to monitor these, ensuring they remain healthy and thriving habitats for local wildlife.

There is a regular series of weekday Wellbeing Walks available across the borough run by Cheshire West and Chester Council in partnership with The Ramblers, in particular around Winsford, Northwich and Tarporley. All of the walks are led by a team of enthusiastic and friendly volunteer walk leaders.
Walkers are recommended to wear appropriate footwear and clothing as the walks take place in all weather conditions throughout the year. No advanced booking is needed - walkers just need to register for their first walk. New walkers are always welcome.

From 29 January 2022, The Highway Code has changed - the advisory changes are designed to improve safety for people walking, cycling and horse riding. Every road user still has a responsibility to keep themselves and each other safe, and the changes mean being ready to give priority, leave space and be considerate of others.

Preparations are underway for the country to celebrate the 70th anniversary for Her Majesty the Queen who has ruled for longer than any other Monarch in British history.
Additional bank holidays have been granted, with events expected to be held between the 2 and 6 June 2022. This is an opportunity for communities to come together to celebrate such a significant occasion.
Cheshire West and Chester Council are expecting to see a demand for community events and are now accepting event requests to hold street parties, put up bunting and beacons of light. Note that our very own Gala Day is to be held on Saturday 4 June on the Norley Road playing fields - this will undoubtedly form the focus of our local celebrations.
Val Godfrey has been made an Honorary Freeman of the Borough. The award, presented at a ceremony in Chester Town Hall in December, was in recognition of Val’s role in community leadership and voluntary activities. Although it carries no privileges Val can expect to be invited to ‘major civic events’! The award is the highest that a borough can bestow.
Val has lived in Cuddington for 58 years and the village has benefitted enormously from her residence here. During this time she was active in the 13 year campaign to get us our state-of-the-art village hall and she is still involved in its management. She was a parish councillor for 37 years and has been a governor at both our primary schools and also Weaverham High School. Val also gets involved on a personal level with village organisations, she is a Friend of Sandiway Manor, a Cuddington Station Volunteer and was at one time Tawny Owl to the 3rd Sandiway brownies!
In the wider community Val has served as a Magistrate, Vale Royal Borough Councillor, Borough Mayor in 2003-4, and Chair of Eddisbury Liberal Democrats. She has also been involved with the Youth Forum, the Education Partnership, the Playschemes Association and Summer holiday activity programmes.
Anyone who has travelled the lovely scenic Settle to Carlisle railway line in recent years will be interested to know that Val was also involved at a high level in the battle to keep the line open.

Do you have some time you feel you could give to help the Council support people in our neighbourhood?
Across the country pressures in the care system are increasing, with care providers unable to recruit as many staff as they would like to, and Covid-19 forcing staff to stay away from work for periods of time. As the situation worsens there may not be enough staff to care for the people who need it.
Cheshire West and Chester Council is now looking to recruit a small workforce that could be called on in times of emergency to help support people within their local areas. They are calling on anyone, with or without care experience, to help ensure everyone who needs support gets it.
All members of the workforce will receive a sign-up bonus, alongside a week’s training, fully paid, before undertaking any roles. Ongoing support will also be available and, if and when called upon, members would be paid for their time.

One Week Left To Have Your Say on Police Budget!
Residents across the county have one week left to make their views known on the level of council tax that people in Cheshire pay for their police service. Police and Crime Commissioner John Dwyer’s survey will close at midday on Tuesday 25 January.

Launching the survey earlier this month, Commissioner John Dwyer said: “I believe this budget represents what residents of Cheshire have told me they want. More officers, better call response times, and an increased focus on tackling ASB and making our roads safer.
“This budget will build on the work done since I took office in May, where nearly £4 million in extra funding has been brought in to prevent and tackle crime in our county, and in that time the Chief Constable and I have also been able to commit to taking our officer numbers to the highest level in modern times. This should give people confidence in our Constabulary to deliver the priorities set out in my Police and Crime Plan.”
To support the budget, the Commissioner is asking local people if they would be willing to pay approximately 83p per month extra via the police precept, for the average band D household.

The Joshua Tree is a Cheshire based Children's Cancer Charity which operates across the North West and North Wales and are dedicated to working closely with families affected by childhood cancers. They work with the whole family - patient, parent, siblings and grandparents - in recognising that every family’s cancer journey is unique.
Services are tailored to suit the family’s specific needs, by means of emotional, academic and practical support, such as counselling, art and play therapy, health and well-being advice, support in and around the home and educational tutoring where required to help ensure that life remains as normal as possible during an incredibly traumatic time.
The Joshua Tree was founded in 2006 by Lynda and David Hill after their son was diagnosed with leukaemia. They discovered a distinct lack of support services for all family members during the traumatic experience of childhood cancer. Much more of this story can be found on their website.
