Cuddington Parish Council have applied to Cheshire West and Chester Council for the Sandiway Surgery building, on Weaverham Road, to be listed as a community asset. This can be done because its main use has recently been to further the social wellbeing or social interests of the local community and, hopefully, it could do so in the future.
March 2022 Update: The request to have Sandiway Surgery listed as a community asset has been refused.
A planning application was submitted in May for the erection of 14 new residential units, including 4 affordable dwellings, "with associated infrastructure and landscaping", on the land adjacent to 613 Chester Road Cuddington, ie opposite the entrance to Sandington Drive. This is on the same land as the proposed Care Home was refused in 2019.
This application has now been refused by Cheshire West and Chester Planning Department.

Cheshire West and Chester Council is working with Cheshire West Voluntary Arts Network to support non-for-profit groups throughout the borough to develop creative restart activity, by offering grants of £2,000 to £5,000.
The grant funding is part of the Reopening and Recovery Rural and Communities Programme designed to support local arts and community organisations to develop events and activity that encourage recovery from lockdown in their locality as well as community building, engagement and wellbeing. Projects applying should be offering activity of any artistic or creative discipline to their community and or members.
The funding deadline is 9am on Monday 13 December for the first round of grants.

The Council has received £2.9m from the Government’s Household Support Fund to provide essential support to our most vulnerable residents. The Council is also providing support through an additional £500k Winter Poverty Fund and is doing everything it can to support our residents who are currently struggling to get by.
This vital cash support is available to help residents with essentials including food, energy and water bills.
They have ring-fenced over 50% of the fund to support families with children which will be distributed via schools and academies for households with children in receipt of Free School Meals. The remaining funds will be available to other households in need of support, who will be able to access it through some of their community sector organisations including Welcome Network CWVA (Cheshire West Voluntary Action), Citizen Advice Bureau, Age UK Cheshire, Dial Network, Carers Trust, CHAWREC (Cheshire, Halton and Warrington race & equality centre) and WHAG (Women’s Housing Action Group).

Cheshire West & Chester Council are reminding residents to put out their garden waste bins for collection in the next two weeks - the last time that they will be emptied free of charge. The Council’s free garden waste collection service is ending, with the last collections taking place on residents’ usual collection days between 22 November and 5 December.
From Spring 2022, a new £40 per year (per bin) chargeable service will launch, which residents will pay for on an annual subscription basis (PRESS HERE to learn more). Residents will need to choose to subscribe to this collection service or make alternative arrangements. The income generated through the charges will be used to support the delivery of the waste collection service.

Cheshire West and Chester Council’s commission into the future of adult social care is to meet for the first time on Tuesday 16 November and the council is seeking people’s views on their experiences of social care. The commission is working to ensure that adult social care provision in the borough is ready for future challenges and opportunities.
The Council is currently engaging with a variety of local groups and communities to raise awareness of the Commission and to understand and explore how else they might wish to share their expertise with Commissioners.

The section of street lights on Forest Road, on the double solid white line stretch between the White Barn pub and Forest Close, that have not been working for the past several weeks has now been inspected by the Cheshire West & Chester Council maintenance team and found to be a fault with the underground Scottish Power supply. The council have raised the fault with Scottish Power for repair.
John Dwyer, the Police & Crime Commissioner for Cheshire, has announced the launch of the Police and Crime Plan for 2021-2024. This Plan outlines his vision and aspirations for delivering on people’s priorities for tackling crime in Cheshire, from dealing with low-level anti-social behaviour to high-level organised crime and emerging issues like cyber crime. It also sets out the plan to support victims of crime, deliver a modern police service, and ensure that Cheshire Constabulary reflects the diverse communities they are proud to represent.

Police and Crime Commissioner for Cheshire, John Dwyer, has launched his Autumn Survey. He wants to hear from people across the county about policing and crime in their communities, and over the course of the week surveys will be landing on every doormat in the county. Following the launch of his Police and Crime Plan (see above), the Commissioner is seeking people’s views on more in-depth subjects like their experience with the police, crime in their community, what they think about the police budget, and how they feel about their police service.
John Dwyer added: “A small rise in the police precept will be necessary in order for the police to keep up with inflation. But I want to know what amount, if any, residents would be prepared to pay above this if it meant the Constabulary had more resources to devote to communities."

Cheshire West and Chester Council’s crackdown on fly-tippers continues and footage obtained on dashcams or other sources can help bring about successful prosecutions. Anyone caught illegally dumping waste in west Cheshire could face a fine and even a prison sentence for the most severe cases.
The Council already uses CCTV cameras at well-known hotspots around the borough and has recently also been sent footage of fly-tipping in progress, taken by members of the public on various devices. These are currently being investigated by the Council’s Regulatory Services Team.

We are writing to you on behalf of the Save Sandiway Surgery Action Group. You will be aware that Danebridge Medical Practice has been successful in its application to the CCG to close its surgery at Sandiway.
The Villages of Sandiway and Cuddington have been designated as a Key Service Centre in the Cheshire West and Chester Local plan and Cuddington Neighbourhood Plan. The provision of key services such as primary schools, shops and medical facilities have enabled the development of new homes in the area growing the community from around 2300 homes to 2640 between 2010 and 2017, growth of almost 15%.
Apart from the withdrawal of a valued medical service for the ageing community here, 28% of our population are aged over 65 compared with 21% in the CWaC borough, the difficulties of access to the other practice surgeries at Danebridge and Kingsmead will leave our residents with, in some cases, insurmountable travel issues. As you are aware bus services are poor and taxi availability is unreliable and expensive.
The decision seems to be directly at odds with the declared policies of NHS England and Cheshire Clinical Commissioning Group to provide primary care close to home and to always seek to minimise the environmental impact of NHS activity and decisions.
We have been working under the aegis of Cuddington Parish Council, with Edward Timpson our MP, along with our Borough Councillors, who have all supported our campaign to Save Sandiway Surgery. Danebridge Medical Practice currently serves 25000 patients in Northwich and surrounding districts. We believe that this closure will create a significant influx of patients from Sandiway, Cuddington and the surrounding area which will place further pressure on the surgeries at Kingsmead and Danebridge and adversely impact the 21,000 or so Danebridge and Kingsmead patients living in your constituency.
In the application to the Primary Care Commissioning Committee of the CCG, Danebridge leaned very heavily on the fact that the new Integrated Care Partnership and in particular the Northwich Care Partnership would support vulnerable patients seeking primary and follow up care once the surgery was closed. Following the extremely disappointing decision by the CCG to agree to the closure of the surgery, Cuddington Parish Council has written to Louise Gittins, at Cheshire West and Chester to understand the implications for the patients of this "new model of care" and in particular to seek assurance that CWaC is involved in the management of the ICP and is resourced to provide that care.
As you are aware the Northwich Care Partnership comprise 7 GP practices covering around 70000 patients. We understand that there is only, one newly recruited paramedic who will supplement GP's across Northwich for emergency home visits.
We appreciate that Sandiway is not part of your constituency, but we understand that it will become so under the proposed boundary changes. We believe that this closure will affect both Weaver Vale and Eddisbury constituents. Edward Timpson is aware that we are contacting you and we would ask that you liaise with Edward and Borough Councillors, to ensure that local primary health care is not reduced for our rural community, and for patients in Northwich.

At the core of this extraordinary story are three brothers who, in 1849, leave the rural simplicity of mid Cheshire (Little Budworth and Sandiway to be precise), cross the Atlantic and play an important role in founding a thriving American city. This was the era of pioneers who travelled unbelievable distances, struggling with appalling conditions, to become settlers in a strange and often hostile land. Their resilience, ingenuity and grim determination has to be admired. However, within is not all hazards and toil. The trio joined the Latter-Day Saints movement under the leadership of the legendary Brigham Young and his adherence to polygamy leads to many humorous happenings. Once read, this tale will never be forgotten and the 150 black and white and colour illustrations, with many very early, evocative photographs, only serve to enhance the narrative.

Our Local Board of Governors have worked closely together to develop a team of volunteers who have continued to enhance the effectiveness of Sandiway Primary School. Patients of Sandiway Surgery should now have received a letter from Danebridge confirming the closure of the surgery on 31st December 2021. We suggest you keep this letter as it provides information on the remaining services that Danebridge is prepared to offer its patients.
This is a very sad outcome for the community and the SOS team would like to thank everyone who has very actively supported the campaign to save the surgery over the past 20 months.
Cuddington Parish Council has supported the campaign throughout ensuring that important communications were delivered to residents via the Round Tower, the village website, noticeboards and direct communications to residents at home.
The Parish Council wrote to Louise Gittins, the Chair and Leader of Cheshire West and Chester Borough Council, to express its concerns, about the decision in July by the NHS Cheshire Commissioning Goup to close the surgery. The Parish Council has asked for a meeting to discuss the impact on patients in the Parish and on the wider community.
Louise Gittins has responded offering to arrange a meeting with Parish Councillors, and the NHS integrated Care Partnership to discuss the “future model of primary care” promised by Danebridge to its patients in Sandiway and Cuddington.

Sandiway Pantomime Group are pleased to announce that they will be returning to the stage with a new production of Dick Whittington at St John’s Church Hall, Norley Road towards the end of January 2022. As they gear up to commence rehearsals in October, they are issuing an open invitation for previous and new performers - adults and juniors (school year 6 and over), along with ‘backstage’ support in all areas of production - to come along to the production's first read-through at St John’s Church Hall, Norley Road at 2.00pm on Sunday, 3rd October when people will learn more about the production itself and how they might get involved.

The Cheshire West Work Zones have reported continued success matching job seekers to jobs. 45 Job seekers were successful in finding new jobs in July, the largest number of people securing a new job through the Work Zone this year.
National reports have identified vacancies in retail, hospitality, and social care, which is reflected in the jobs secured by Work Zone job seekers last month: administration, retail, health and social care, warehousing and distribution, construction, sales and marketing.
The pandemic has had a huge effect on businesses and jobs over the past year but there are signs of rapid improvement. The local unemployment level fell from 9,750 in June to 8,930 in July which is down 16.5 per cent overall since March.
There is usually an increased demand for staff as Christmas approaches and with that in mind Cheshire West and Chester Council has arranged a series of special pop-up Jobs and Volunteer Fairs:

Following the decision by the Primary Care Commissioning Committee to close Sandiway Surgery, the SOS team has written to the Chair of the committee with two key questions:
Question: What process could be followed to appeal the decision of your committee?
Question: Patients are contacting us to seek assurances that what Danebridge has promised to you, and been asked to deliver by your committee, will in fact happen. The practice sent a letter to ALL patients at their home addresses when they first started the process. Cheshire West and Chester Council is asking residents and businesses whether the Local Plan needs to be updated to reflect changing national and local priorities.
The Local Plan Conversation is divided into six themes: Climate; Jobs; Homes; Health; Travel; and Environment. The Local Plan sets out how the area should be developed in the future including how many new homes are needed and where they should be built. It is the basis for deciding planning applications and provides the framework for the preparation of neighbourhood plans.
The Council is required to keep the Plan under regular review and change the content where necessary. The consultation ends at 5pm on Wednesday 15 September.

The CCG Primary Care Commissioning Committee (PCCC) met on Thursday 22nd July to discuss the application made by Danebridge Medical Practice (DMP) to close Sandiway surgery. The Save Our Surgery Group (SOS) was represented and spoke at the meeting. Dr Mullin spoke for Danebridge.

Cheshire West and Chester Council is working closely with bus operators to develop an ambitious Bus Service Improvement Plan (BSIP) for the borough, aimed at encouraging more people to travel by bus.
The Government has earmarked £3 billion towards improving bus services throughout England. The BSIP will set out the Council’s ambitions for bus service improvements and help secure a proportion of the funding to benefit people living, working and travelling in Cheshire West and Chester.
The Council would like to hear from everybody with a view on buses including public, private and voluntary organisations who have an interest in making bus services more attractive.

Based on the findings of recent consultation and some of the challenges facing the current service, the key recommendations for the new Waste Management Strategy include:
A chargeable garden waste collection service to be provided over 40 weeks of the year, covering the ‘growing season’ between March and November. The garden waste collections to continue fortnightly, in line with the frequency of the proposed kerbside collection service. There would be a charge of £40 per year per container for garden waste collections - this equates to £2 per collection and is evidently in line with the current additional capacity charge.
The new service would be in place for a minimum of three years. During this time, the Council would continue to look at ways it could continue to work with residents to reduce the amount of waste that we all produce and increase levels of reuse and recycling.
Cheshire West and Chester Council’s Cabinet is set to decide on these changes during their meeting on Wednesday 9 June. Cabinet members will discuss the proposed Waste Management Strategy, which will shape how the Council delivers waste services over the next 10 years.

Plans to transform waste and recycling services in West Cheshire were given the green light by the Council's Cabinet. The proposed new Waste Management Strategy will now move forward to be debated by the Full Council at its meeting on Thursday 15 July. If it is adopted, the changes will be introduced in 2022. Council members will debate the proposed new Waste Strategy at a special meeting at Chester Racecourse on Tuesday July 27, at 6pm. The meeting follows a request from eight councillors to consider the issue on an in-person basis, rather than at the virtual council meeting held on July 15. Under the council’s constitution and legal framework, the Chair of Council has a responsibility to agree this request.
The meeting will be held at Chester Racecourse, and will include facilities to enable appropriate social distancing, webcasting, audio and hearing loops, at a cost of approximately £6,000. There is currently an emergency temporary road closure for Cuddington Lane, Cuddington which commenced on 18th June 2021. This is necessary for safety reasons to enable culvert repair, works to be carried out by Cheshire West And Chester Council . The works were expected to last for 21 days until around Friday 9 July.
However these repairs will now need to continue for a further 21 days until the end of July.

Due to a resignation of a Councillor, a vacancy has arisen in the Delamere Park Ward. Cuddington Parish Council therefore invites residents interested in calling for an election to follow the instructions as laid out in the formal Council Notice (PRESS HERE to view).

Application to close Sandiway Surgery by Danebridge Medical Practice - decision of the NHS Cheshire CCG Primary Care Commissioning Committee
At its meeting on the 22 July 2021, the Primary Care Commissioning Committee of NHS Cheshire Clinical Commissioning Group (CCG) approved the application by Danebridge Medical Practice, Northwich to permanently close its branch premises in Sandiway, Northwich.
The CCG has now formally written to Danebridge Medical Practice outlining that the exact date of the closure still needs to be confirmed following agreement of a branch premises closure plan between the CCG and the Practice. The CCG has been clear to the Practice that this will be at a date no sooner than 90 days from the date (22 July 2021) of approval of the application by the Committee.
The Committee, at its meetings, also instructed the Practice that as part of its closedown plan that it needs to continue to engage with and communicate with its patients so as to ensure that patients are aware of the changes and the date that they will take effect.
Furthermore, the Committee has requested that Danebridge Medical Practice maintains a continual dialogue with its patients and the communities that it provides services to, listens to the feedback it receives around its service offer, and provides ample opportunity for its patients to shape the delivery model so that it meets the needs of its patients and continues the work it is undertaking to address the concerns raised around access and support to services, especially those who are clinically extremely vulnerable and/or who may face barriers to access services.

Every year Cheshire West and Chester Council checks that the right people are registered to vote at every house in the borough. This is known as the annual canvass.

Cheshire and Merseyside are set to benefit from £90,000 of funding for nature projects in the area that will drive investment in nature and tackle climate change. Plans are in place to look at developing local approaches and innovation in attracting new, additional private sector investment in the natural environment to reduce flood risk, improve air quality and lock up carbon.
Cheshire West and Chester Council, alongside Cheshire East Council, The Mersey Forest Partnership, Tatton Estates, Liverpool John Moore’s University, Natural Capital Solutions and the Environment Agency, secured the grant from the Government’s £10 million Natural Environment Investment Readiness Fund.
Funding will be invested in a range of initiatives that deliver environmental benefits, while also demonstrating innovative approaches to private investment in nature projects. These will protect and enhance the environment in line with the Government’s 25 Year Environment Plan. One example could be the creation of new woodland, which provides habitats for wildlife, improves access to nature for residents whilst also capturing carbon. This could benefit both local businesses, allowing them to offset the impacts of their own operations by contributing to local environmental improvements, and enhance biodiversity in the area.
Identifying sustainable, long-term, private sector investment is a key element of both plans and will play a major part in helping to restore nature and provide environmental improvements in the area.

Cheshire West and Chester Council is working with local partners to ensure that children and young people in the borough have access to healthy food and fun activities over the summer holidays. The Government’s Holiday Activities and Food programme (HAF), which is backed by the Child Food Poverty Taskforce and supported by footballer Marcus Rashford MBE, has provided funding for provision across the borough to cover the Easter, summer and Christmas holidays in 2021.
The holiday programme is targeted to support children and young people who have been most affected by the pandemic, offering a safe and supportive environment where they can learn, be active and eat well, as well as make new friends locally.
The Council is working with a range of partners, including Brio Leisure, Edsential and their own Youth Service to provide the provision locally to ensure there is a wide range of activities available for all ages and abilities.
The holiday activity clubs will provide healthy meals and snacks and a range of fun activities, such as yoga, skateboarding, swimming courses, forest schools, hair dressing and arts and crafts for youngsters to try out.

Good afternoon,
As you are aware I have been following progress on this application since it was first communicated to my constituents in December 2019. Local residents have established the “Save Our Surgery” group and have produced a number of excellent reports on behalf of patients, including submissions to the Cheshire West and Chester Health Overview and Scrutiny Committee and to CCG - Primary Care Commissioning Committee. They have also reviewed the Equality and Quality Impact Assessment (EQIA) produced by the CCG and presented at the PCCC meeting; and most recently they have reported on the Patient Engagement Sessions carried out by CCG and DMP at the request of the PCCC.
I believe that there are a number of key issues that have been raised by patients and that need to be comprehensively addressed by the NHS and local government before any decisions are made about the future of Sandiway surgery.
Primary Care for Rural populations
Cuddington / Sandiway is a Key Service Centre (KSC) providing medical, commercial and social services to residents and to the surrounding rural population. Cheshire West and Chester identified a total of 10 KSCs in its Local Plan that was made in 2017. In the “Settlement Analysis”, used in determining the suitability of a settlement to be a KSC, the first listed criteria are the existence of a GP surgery and pharmacy. Every KSC in Cheshire West and Chester has a GP surgery and a pharmacy. I believe that the implication of attempting to close down the surgery at Sandiway is a matter for local government as well as NHS consideration. The Cuddington Neighbourhood Plan, made in February 2019, confirms development plans for housing and commercial development based on the presumption that Cuddington / Sandiway is a KSC.
The stark reality here is that this proposal withdraws primary care close to home, for 3500 patients and for a growing community of over 5300. If this surgery closes after 90 years of provision then it is unlikely that it will ever be replaced. This existing asset providing primary care solutions should not be lost as it is a vital part of the KSC, supporting the surrounding rural area.
NHS Strategy
The NHS vision statement is “enabling people to live healthier and more independent lives through high-quality seamless care.” National policies direct the NHS to aim to reduce its environmental impact, and the CCG has declared an intent to reduce the carbon footprint of care provision in Cheshire. Policy is now being developed to provide accessible integrated primary care, follow up treatment, and social care for all the population.
I believe that the closure of a surgery 5 miles from the Practice Medical Centre is not in line with the stated NHS mission, vision and values.
Management of the Danebridge Medical Practice (DMP)
The Practice has avoided giving any answers to its patients on the financial reasons for seeking closure but it is clear that with the announcement that two senior partners are leaving the practice, that there are possibly significant financial issues within DMP.
Patients have been told that a figure of £250-300K is required to bring the surgery up to standard but DMP has only referred to needing a new fire exit and a disabled toilet. Clearly the work must be more extensive for the quoted price.
DMP has cited other reasons for not wishing to operate the surgery including lone working. I recognise that this is not a mode of working that is acceptable these days but lone working should not be necessary when there are according to the DMP website 19 GPs (including 8 Practice Partners), 12 nurses, 4 MSK practitioners and a pharmacy team of 3.The ratio of medically competent practitioners to patients in this practice is probably 1:700, based on a total patient population of 25000. On this basis, 3500 Sandiway patients should be entitled to 5 professional staff. Even allowing for a FT equivalence of 0.6 across the practice Sandiway could be allocated 3 staff at all times.
Patients are struggling to understand why this cannot be managed.
PCCC expectations
The Chair of the PCCC wrote to Danebridge and to the chair of the CWaC OSC to describe what was being asked of the Practice, following the meeting in November 2020 DMP were asked to justify the decision to upscale services from Kingsmead over Sandiway, and to detail how the loss of capacity at Sandiway will be addressed. In addition they were asked to produce a description of the future delivery model.
Having examined the recent report written on behalf of patients by the Save Our Surgery Group I can see no evidence that any of these points have been discussed with patients. I do not believe that this aligns with the NHS Core values “care, respect, and communication.”

Dear Mr Timpson CBE MP,
Thank you for your recent email/ letter outlining your concerns regarding Danebridge Medical Centre’s application to close the Sandiway (SW) Surgery.
As a partnership we have discussed the points you have raised and wish to respond to you in advance of the forthcoming PCCC meeting.
Primary care for rural populations
This point is beyond the remit of the practice to comment upon however we wish to draw your attention to the fact that there is another NHS GP surgery situated just 1.7 miles from the SW Surgery and should the application to close the surgery be successful then patients can express their choice and register with that practice if they wish.
The pharmacy in Sandiway is unrelated to our application to close the surgery and should our application be successful will remain delivering a service to local residents.
In addition may we draw your attention to the recent communication from CWAC (appendix 1) relating to this point
NHS Strategy
It is our intention should our application to close SW branch Surgery be successful we would continue to offer high quality seamless care for the residents of Sandiway. The current pandemic has changed working practices all across the country in primary care. Over the past year we have had no option but to close the SW surgery for reasons of patient safety, as we were unable to meet the COVID safe working standards at SW. There is no evidence that our patients have suffered any adverse outcomes in terms of their health due to this significantly restricted service offered at SW. Their ability to lead healthy and independent lives has been unaffected by the significantly reduced service at the SW Surgery. Therefore, in conclusion we believe that due to these recent observations that the residents of Sandiway will be able to continue to live healthy and independent lives despite a successful application to close the SW Surgery.
We take the care of all or patients very seriously, both young and old. We have worked closely with Northwich Primary Care Network to improve our domiciliary service offered at the practice. We now have a paramedic who works with the team offering home visits. We continue to offer home visits to patients across all areas in our catchment area and with a successful application to close the SW Surgery this would not change.
As a practice we review our appointments system regularly and I would draw your attention to the most recent report the practice has submitted to the PCCC (appendix 2) regarding the financial implications upon the practice of needing to redevelop the SW Surgery and also the recent developments of our appointments system that allows for significantly more flexible appointment times especially beneficial to elderly and disabled patients.
We acknowledge that should our application to close SW Surgery be successful then patients would need to travel further for face to face appointments. However this is in line with the Government’s driven initiatives to develop centres of excellence and surgeries that can provide complete care for the patient at one site, e.g. offering phlebotomy services, Community Care services, minor ops, Gynaecology services, midwifery services, musculoskeletal services and many others which no doubt will be developed in time.
Management of the Danebridge Medical Centre
The departure of two senior partners is coincidental to our application to close SW Surgery and has no bearing upon our decision to make the application.
A significant amount of building work including significant structural work would be needed to develop SW Surgery into a fit for purpose building allowing the provision of safe and effective care for our patients. In addition to creating appropriate disabled access and toilet facilities and a safe and modern fire safety system (including new fire exit, fire alarm system and emergency lighting) the following works would need to be completed.
Having considered your points about the ratio of clinicians working at SW surgery and our other sites we feel the following points are important to understand. The issue of lone working is a serious one and an issue that the LMC are aware of as a problem. As our website states we have numerous clinicians working within the practice, however only one of these clinicians is working full time, and this GP partner is soon to reduce their commitment at the practice. We currently have approximately 10 FTE GPs working in the practice. Sandiway residents represent 14% of the practice population allowing for the provision of 1.4 GP’s time per week. One must remember that any provision we offer in the practice is also affected by annual leave, study leave and sickness.
Junior doctors and practice nurses in the practice expect another GP to be working alongside them. A pharmacist, another practice nurse or MSK clinician is not able to offer the degree of support they need. We simply cannot offer this level of provision at the Sandiway Surgery.
Primary Care Commissioning Committee (PCCC) expectations
Contrary to your suggestions at the request of the PCCC the practice has engaged with the Sandiway residents, including those members of the Residents Action Group, the practice participation group and with the support of Healthwatch. The practice has arranged four remote sessions, in-line with COVID restrictions, with patients to discuss the issues the PCCC highlighted as areas that needed further discussion between practice and patients. The CCG allocated a Chair for the meetings and the outcome of the meetings (which have been shared on the practice website and Facebook page) is summarised in the document recently submitted to the PCCC for consideration at the forthcoming PCCC meeting. Dr Mullin and Dr Perry alongside the Practice Manager will be present at the forthcoming PCCC meeting to elaborate on the written submission and answer any questions raised by the committee members.
The reasonable expectations of patients and residents are:
The practice has considered the points you have raised regarding expectations of the patients and residents. We believe that we have addressed all these issues in detail in the recent report submitted for the consideration of the PCCC.
The standard of the facilities at the Danebridge and Kingsmead sites are far superior to those currently offered at the Sandiway site. The Kingsmead site is a modern building which was purpose built and has very modern facilities with spacious and well fitted rooms to offer care from.
We have been and continue to develop the facilities at The Danebridge site. Recently we have fitted modern lighting throughout the building and modern appropriate flooring has been laid throughout the majority of the building. We have recently decorated the building throughout and continue to make financial provision to continue to modernise and upgrade the interior of the building and its facilities.
We hope that this response and the attached documents have addressed adequately the concerns you have raised.

The new model will see the closure of Sutton Beeches, Leftwich Green and Curzon House to enable reinvestment into a wider range of person-centred, flexible and locally provided services for service-users and carers, delivered closer to home and within their communities.

Cheshire West and Chester Council's Library Service is launching this year's Summer Reading Challenge for children from 10 July. This year's Challenge 'Wild World Heroes' will be a celebration of reading, nature and action for the environment. Developed in partnership with the World Wildlife Fund, Wild World Heroes will inspire children to stand up for the future of our planet.
The challenge is organised by The Reading Agency and is in partnership with local libraries across the UK. It is open to all children, free of charge. Children will receive a collector's pack for joining, stickers as a reward for reading books and a certificate and a medal after completing the challenge of reading six books. For the first time, children under four can take part in a special Mini Challenge, with stickers for reading books and a special golden sticker when they have completed.

Danebridge are writing to patients who complain saying:
“I am sorry that you feel the need to complain about the statement shared in the Round Tower publication, which stated that we had received no complaints regarding the proposed surgery closure this year (2020/21). I would however like to confirm that we did receive a number of complaints in 2019/20; it is a shame that the information provided as part of the recent engagement events has been misrepresented in the Round Tower.”

Postscript: The SOS Action Group have had the following communications with the Care Quality Commission (CQC) regarding reviews they have made of the Danebridge practice over the past 2 years:
A new planning application was submitted in May for the erection of 14 new residential units, including 4 affordable dwellings, "with associated infrastructure and landscaping", on the land adjacent to 613 Chester Road Cuddington, ie opposite the entrance to Sandington Drive. The War Memorial standing outside St Mary’s Church, Weaverham was dedicated and unveiled on 24th July 1921. Weaverham Parish Council is arranging a service to commemorate the centenary of the memorial on Saturday, 24th July 2021 at 11:00am.
At the time of erecting the memorial in 1921, Sandiway was part of Weaverham ecclesiastical parish and, therefore, there are a number of Sandiway and Cuddington residents named on the memorial.
Weaverham Parish Council would, therefore, like to extend an invitation to Cuddington Parish Council and any residents of Sandiway and Cuddington who may wish to do so, to attend the service, which will be held next to the Memorial. There will be light refreshments in the Church Hall after the service.
Cheshire West and Chester Council have had a four year programme to introduce 20 mph speed limits on residential roads that met the Department for Transport criteria. Delamere Park was included in the programme, however only part of the estate was included. Following discussion led by Cllr Edwards, it was decided to re-assess the whole estate again.
The recommendation, after validation with the police, was to introduce a 20 mph speed limit to the whole estate. The scheme would see the 30 mph terminal signs replaced with 20 mph signs, smaller repeaters every 200m and these placed on existing lighting columns. All posts and terminal signs within the estate for the original scheme would be removed.

The closing date for objections is 22 July 2021. If there are any objections, a report will sent to the Delegated Officer to decide whether the objections are to be upheld.
Cheshire West and Chester Council’s crackdown on fly-tippers is set to intensify with mobile CCTV cameras to be used at well-known hotspots around the borough. Anyone caught illegally dumping waste in west Cheshire could face a fine and even a prison sentence for the most severe cases.
The Council is again urging residents to not be tempted to use the services of Illegal waste carriers who often target people on social media. Unlicensed carriers often simply dump the waste along country lanes or in alleyways leaving the bill for removal and disposal with the Council.
The Council’s Regulatory Services team will look for any evidence they can find in fly tips and any householder or small businesses found to be using rogue traders to dispose of their waste can be prosecuted.
If you discover illegal tipping of waste or see it being tipped, report it 24 hours a day on the Council’s website or the ‘Report It’ box on our Home page.

Local artist Ron Stephens has come together with Cheshire West and Chester Council to create an exhibition of paintings and prints of heritage buildings in Northwich and beyond. Many of the buildings featured have a fascinating story to tell. These histories along with historic photos, that have been preserved for future generations to enjoy, are displayed alongside the paintings at the Weaver Hall Museum, until Saturday 25 September.
The paintings are currently on display at the Weaver Hall Museum, London Road, Northwich until Saturday 25 September 2021. Admission charges apply to the main museum although entry to this temporary exhibition is free of charge. The museum currently has limited opening hours so you are advised to visit the Weaver Hall website to check when it is open - advanced booking is required.

The Boundary Commission for England is proposing new constituencies for our region and the first round proposal consultation moves Cuddington and Sandiway from what was Eddisbury (mostly now becoming South Cheshire) to a new Northwich constituency. A new consultation has been launched by Cheshire West and Chester Council to look at how adult learning disability and autism services are provided in the borough and how they can be improved.
Cheshire West and Chester Council and NHS Cheshire Clinical Commissioning Group want to hear from people with learning disabilities and/or autism, who are 16 years of age and over, their families and carers. The consultation will run until 16 August 2021.

There is currently an emergency temporary road closure for Cuddington Lane, Cuddington which commenced on 18th June 2021. The Ark community cafe reopened in May but, given the local rise in covid cases and the advice to not socialise indoors, regretfully the ARK is now closed & there will be no deliveries. Similarly the Jigsaw library will not be open in July.

Every resident in Northwich and Winsford is today advised to book a PCR test whether they have COVID-19 symptoms or not. In the past seven days, the Council's Public Health team has noticed a large increase in the number of cases of COVID-19 in these mid-cheshire towns.
The testing data is showing that these cases are more likely to belong to the new Delta Variant B.1.671.2, formerly known as the variant from India. This variant is more transmissible than previous variants and cases are rising in other areas of the North West.
To book a test you should visit https://www.gov.uk/get-coronavirus-test and select 'My local council or health protection team has asked me to get a test, even though I do not have symptoms' or call 119.
A mobile PCR testing unit is currently based in Cumberland Car Park, Leicester Street, Northwich. This is for pre-booked appointments, 12-8pm. Another PCR local testing centre is located at the Old Depot, Leicester Street in Northwich. This provides PCR tests daily from 8am-8pm. The Centre is open to people wishing to walk up without an appointment, in addition to pre-booked appointments.
There is also a PCR Testing Centre in Winsford at Queensway. This provides PCR tests daily from 8am-8pm. The Centre is open to people wishing to walk up without an appointment, in addition to pre-booked appointments.
There is a no symptoms testing site at the Dingle Centre, Winsford, currently open 9am to 7pm Monday to Friday, and from 9am to 1pm on Saturdays. You can get tested on site and/or pick up home testing kits.
A roving vaccination clinic will be at the Northwich Memorial Car Park on Monday 7 June from 10am - 4pm. The vehicle will be in the coach park area as you enter the car park. The vehicle will have the capacity to administer 144 vaccines. Importantly, these will be Astra Zeneca so can only be administered to those aged 40 and over. This is a 'drop-in' service with no need for an appointment.

As we said last month Danebridge has reported that they have had ZERO COMPLAINTS from patients about their plan to close Sandiway Surgery.
Danebridge are ignoring our 800 signature petition; two public meetings attended by over 300 people; and your Patient Survey responses, all rejecting their plan.
Following the downgrading of Danebridge Practice in May 2019, the Care Quality Commission has re-inspected the Practice. The report is awaited.
We have written a Formal Complaint to the Care Quality Commission, to re-state the importance of Sandiway surgery in providing Primary Care close to home for all their patients. This has also been sent to Danebridge Practice and to the Cheshire Clinical Commissioning Group (CCG).
We have written to the Cheshire West and Chester Scrutiny Committee to ask them to examine the recent unsatisfactory Focus Group consultation and patient survey.

There is expected to be a temporary road closure for the A49 Warrington Road (Weaverham Bypass) between the Cuddington Lane junction at Bryn and the roundabout approaching Weaverham which commences on (Friday) 4th June 2021 This is necessary for safety reasons to enable prep works for surface dressing programme 2020/2021 - (Nights 19:00pm - 06:00am) and will be carried out by Cheshire West And Chester Borough Council. The works are expected to last for just 1 night.

Cheshire West and Chester Council’s Highways Service has started its gully (grid) cleansing programme and plans to clean a total of 86,650 grids across the borough at least once before March 2022. Our Cuddington Parish is on the schedule for grid cleaning during May 2021 (completed) and December 2021.
The Council’s Deputy Leader and Cabinet Member for Environment, Highways and Strategic Transport, Councillor Karen Shore said: “Gully, or grid, maintenance is an important part of our Highways Team’s work. Under each grid is a ‘gully pot’ which is designed to contain as much silt and detritus as possible, minimising the risk of blockages.
“Please help us keep our highway network running smoothly and report any problems with gullies/grids via our website or Report It app. Though please bear in mind, a clean, working gully will still always have some water in it.

Cheshire West and Chester Council is promoting Keep Britain Tidy’s Great British Spring Clean campaign and its Love Your Streets initiative is supporting clean-up events across the borough.
Keep Britain Tidy’s campaign, which runs from 28 May to 13 June, encourages residents and community groups to get involved by pledging to give their neighbourhoods a thorough clean-up.
The Council’s ASIST officers (Area Streets Information and Solutions Team) has prepared a toolkit for individuals and groups of no more than 30 to arrange clean-up events in their communities.
The toolkit, which is available throughout the year not just during the Keep Britain Tidy campaign, includes litter-picking grabbers, bags and full instructions for the collection of filled bags, etc. A jet washing machine is also available. To boost recycling, groups are asked to sort rubbish into different bags depending on whether it is plastic or general waste.

Farmers and landowners are invited to join others from across west Cheshire who have been providing new homes for great crested newts and other wildlife. A total of 43 ponds were created in the borough over the last year as part of a new strategic licensing scheme, District Level Licensing (DLL). Under District Level Licensing, developers make a conservation payment which is used to create or restore new ponds in locations that will benefit the species. It is helping to provide more homes for people and more habitat for great crested newts.
Ponds are created or restored in areas known to be most suitable for this yellow-bellied amphibian to thrive. The ponds will be monitored and looked after for at least 25 years – all funded by developers.
Natural England and Cheshire West and Chester are now seeking further landowners interested in creating or restoring ponds and habitats on their land.

Cuddington parish council is disappointed and frustrated that equipment at the playground located in Boundary Lane Green, continues to be damaged and even destroyed.
Vandalism in the park can take on many forms such as graffiti and the destruction of public property. The least costly wreckage is the destruction of signs, but some more costly targets are slides, the large rocker swing, and the unilogs. The latest spate of vandalism will cost in excess of £1,500 to repair.
Playground equipment such as swings, slides, and see-saws, meant for children between the ages of 3-8 are being used by teenagers who are far too heavy and big for them. Youths have kicked down unilogs which feature near the slide.
The Parish Clerk has now advised Cheshire Police, and said that this must be addressed, reiterating that youths need to be reprimanded and educated and suggested more regular police patrols are carried out.

On the 15th May 1921, four men representing different ex-service men organisations laid a wreath at the Cenotaph War Memorial in London, forming the then British Legion with the aim to support those who fought for their Country and their families and remember all those who made the ultimate sacrifice. 100 years later, the Legion along with the Women’s Section is still present in the community with Branches in the UK and overseas.
The Royal British Legion and its members should this weekend May 15th 2021 be in London for a National Conference, as this cannot happen due to the pandemic, the National President Lieutenant General James Bashall CB CBE along with representatives of all services and a War Widow will lay a wreath at a special event recreating this moment from 100 years ago.
Branches up and down the Country will be laying wreaths at the same time 09.00am at their own memorials to mark 100 years of service of the RBL and Women’s Section to our ex-service community.
The four focus groups held by Danebridge and the Clinical Commissioning Group have now been completed and reports on each session have been sent to patients who attended and have also been posted on the Danebridge website. Their observations were:

Danebridge has claimed that there have been NO COMPLAINTS (zero complaints) from patients about the proposed closure of the Surgery during the last year (see bottom of Session 3 report).

In parallel to these Focus Groups, a Survey of Danebridge patients was arranged by the Clinical Commissioning Group to gather a wider feedback on these topics during April and early May. Apparently 180 people responded to this survey and the results are made available below.
Signs sprung up at both ends of Hadrian Way indicating that it would be closed for 3 days from Saturday 8 May - work started late however and it is now expected to reopen fully by the weekend 15/16 May; the closure has been necessary for safety reasons to enable "skimming" of the road surface.

The testing centre in Winsford which offers COVID-19 tests to targeted groups of residents who do not have symptoms of the virus has now moved. Cheshire West and Chester Council launched its service at the Winsford Lifestyle Centre to provide rapid and weekly testing to key groups, including people who cannot work from home, with results available in around half an hour.
This service has now moved to The Dingle Recreation Centre, in Winsford High Street. Open from 9am to 7pm Monday to Friday, and from 9am to 1pm on Saturdays, the centre is available for people to pop in, without needing an appointment, to get tested for free. Free kits to home-test are also available to collect.

The village Jigsaw Lending Library starts in May. It will be on the first Friday of each month, 9.30 to 11.30am, at St John’s church hall, Norley Road - initially in the side garden due to current Covid restrictions.

The Ark community cafe has been closed for much of the pandemic but it hopes to reopen on Friday 21 May with waitress service between 9.00am-2.00pm as The Ark goes into its 6th year. Also, in the following week (Thursday 27th May) in the evening between 7.00-8.00pm or 8.15-9.15pm, all current and prospective volunteers are invited to enjoy refreshments in the side garden next to the Ark Cafe. The church hall will be closed on Fridays after 2nd April until the Ark Cafe reopens on 21st May. Foodbank donations can be left at St John's church on Sunday or Thursday mornings during this period. Resulting from the pandemic situation, the Monday to Saturday train service on the Mid Cheshire Line has reverted to 2-hourly for the present.
At Cuddington, the Monday to Saturday service will be:

In addition to the trains listed above, the 0804 from Stockport and 1000 from Chester will resume Mondays to Fridays, calling at Cuddington at 0859 to Chester and 1023 to Manchester (actually extended to Oxford Road). Commencing 17 May, there will probably be an hourly service, Monday to Saturday, at roughly the same times as before the pandemic, i.e departing Cuddington at 23 minutes past the hour to Manchester and 48 past to Chester.

On Saturday 1st April 1961, Mid-Cheshire Boys hosted Liverpool Boys at the Drill Field in Northwich, the home of Northwich Victoria. They had forged a memorable 1-1 draw in the first meeting with Liverpool at Anfield two weeks before and if ever one was proud to be a Cheshireman this was it. Mid-Cheshire Boys had already won their previous 6 rounds to reach the semi-final and optimism was high for them to reach their first Cup Final. The programme for the match is displayed opposite and the price of "Threepence" (~1p) provided good value.
Whilst many of the players could be found playing and managing in the local Saturday and Sunday leagues for years to come, three of the boys were to go on and play for top division teams in the Football League. Goalkeeper Geoff Barnett went on to play for Everton and later Arsenal, including an appearance in the 1972 FA Cup Final against Leeds. Captain Glyn Pardoe went on to follow his cousin, Alan Oakes, to Manchester City and made over 300 appearances for them between 1962 and 1976.
Meanwhile our local hero, centre forward John Sealey, from Cuddington moved on to Liverpool FC where he played under Bill Shankley for 3 years. John (aged just 19) played once for Liverpool first team, scoring in a 3-1 win against Wolves in the game immediately before the 1965 FA Cup Final - unfortunately Roger Hunt returned to the team to replace John for that Final. John broke his ankle badly later that year and was out of the game for many months - he moved on to play for Chester and Wigan Athletic and, through injury, had to finish his professional career at the grand old age of 24!
John still lives in School Lane with his wife Linda and can often be seen gardening opposite his house and cycling or walking around the village. Despite his replacement knees, hips and ankle he still manages to skip round the golf course twice a week (with a lower handicap than me, grrrr! ED).
Postscript: Unfortunately Mid-Cheshire Boys lost to Liverpool 1-3 in the semi-final replay and their Cup Final dreams went unfulfilled.
Our MP, Edward Timpson, recently wrote on behalf of the Save Our Surgery Action Group to Jo Churchill, Parliamentary Under Secretary of State for Prevention, Public Health and Primary Care. In his letter he pointed out, among other things, how poor the consultation process has been and asked the Minister to make contact with the Clinical Commissioning Group (CCG) for Cheshire to emphasise the importance of Sandiway surgery to this local rural population, and to encourage the Primary Care Network of GP practices in the area to consider the needs of this patient group.

From 12 April, Northwich and Winsford libraries will reopen on reduced hours for browsing and public computer access. An Order and Collect service will also be available from both Libraries. It would appear that Sandiway Library will remain closed for the present.
The Council’s Head of Communities, Culture and Libraries, Rachel Foster said: “Staff will be working hard to ensure everyone’s safety. Our ... libraries have tested processes in place to ensure that all spaces are cleaned on a regular basis and visitors adhere to social distancing guidelines. “We look forward to welcoming visitors back. The Community Methodist Church at Sandiway has temporarily ceased Sunday Morning worship during the pandemic, but is planning to reopen on Sunday 4th July - more will follow nearer the date.

Since October 2019, a newly formed Local Academy Board of Governors has worked closely together to develop a team of volunteers who have continued to enhance the effectiveness of Cuddington Primary School. The skills of the Academy Board have proven to develop and secure positive outcomes in Safeguarding, Finance, Mental Health and Well-Being, Special Educational Needs and the Quality of Education.
We are looking to enhance our Board further by recruiting a governor who could oversee our Health and Safety practises, by working with our Site Maintenance Officer and Head Teacher. Cheshire West and Chester Council’s Library Service is launching a brilliant new way to download and read eBooks and listen to eAudiobooks.
Any library member will be able to download the new BorrowBox app to their digital devices and access thousands of eBooks and eAudiobooks free of charge at any time of the day or night.
BorrowBox will replace the current system on Monday 29 March 2021. To borrow eBooks or eAudiobooks after this date, members will need to move to Borrowbox.
Library members will be able to download the BorrowBox app from the Apple app store for iOS users and the Google Play store for Android users. Kindle Fire users can also download the app, while PC users can access BorrowBox through the website.
Once downloaded, members simply then choose Cheshire West and Chester Libraries in the app, enter their library card number and PIN plus their email address.

Over 90 people took part in last Sunday’s event (21 March) and CWaC Cllr Gillian Edwards is delighted that so many groups, individuals and little heroes came out to clean up the village.
The Spring litter pick was organised by Cuddington Parish Council with the aim of making Cuddington and Sandiway a cleaner place to live and to give the community a sense of civic pride, as well as raising awareness that litter is unacceptable.
Whilst still being frustrated that people indiscriminately throw away their litter rather than taking it home, we do applaud the many who respect our environment and a huge thank you goes out to those who go the extra mile to volunteer all throughout the year as well as those who take part in the organised litter picks. We hope to hold an Autumnal litter pick where refreshments will be available in the Village Hall subject to Covid-19 restrictions.
Finally, we apologise to those who were left disappointed that we ran out of “littler picker tools” and promise to double our stock for the next event.
Cheshire West and Chester Council is extending the opening hours of its larger Household Waste Recycling Centres (HWRCs) from 12 March 2021. All Recycling Centres are currently open to the public for essential journeys only but demand has been high and the Council has seen an increase in the number of visitors to the sites.
They are extending the opening hours at their larger key site at Winsford by two hours to 6pm and at Northwich by one hour to 5pm. Opening times are now:
The length of Norley Road between the junctions of A49 and Delamere Park will be closed to carry out tree maintenance, works to be carried out by Cestrian Treecare. The diversion will be via Cuddington Lane or Stoneyford Lane.

Despite the fact that the road signs have indicated a new speed limit for a few months now, Cheshire West & Chester Council have formally announced that the new 50 mph limit came into force on 26 February for the section of the A556 from the Round Tower, past Sandiway Golf Club and just past the slip road for Hartford (and in the reverse direction). Presumably this means that mobile speed cameras may now be used! Beware!!

Households across Cheshire will soon be asked to take part in the nationwide once-in-a-decade survey of housing and the population – Census 2021 - which provides the most accurate estimate of all the people and households in England and Wales.
Census day will be 21 March, but households will receive letters with online codes allowing them to take part from early March. The survey will include questions about people’s sex, age, work, health, education, household size and ethnicity. For the first time, there will be a question asking people whether they have served in the armed forces, as well as voluntary questions for those aged 16 and over on sexual orientation and gender identity.
Information from the digital-first census will help decide how services are planned and funded in the local areas across the borough.
Households will receive a letter with a unique access code in the post, allowing them to complete their questionnaire online. Paper questionnaires will be available on request. Results will be available within 12 months, although personal records will be locked away for 100 years, kept safe for future generations.

The GP Surgeries will now focus on providing first injections to those in Group 6 (which includes a wider group of people at higher clinical risk, including carers and young adults in residential settings), persuading the 'refusers' in Groups 1-4, and second injections for those who have already received their first from them.
If you are aged 65 and over and haven’t yet had your coronavirus vaccine you can do this now by contacting the national booking service via www.nhs.uk/covidvaccination or by calling 119. By contacting the national booking service you will gain access to flexible appointments at other local vaccination services 7 days per week from 9am – 11pm.
Update: We have been informed by Danebridge that anybody 50 or over (Priority Groups 1-9) can now register with the NHS for their first vaccination, to be administered either locally in Winsford or at Chester Racecourse. There will be some "last minute clinics" held at Kingsmead for Groups 5-8 (ie 55 & overs) and these will be advertised on the Danebridge website when available.

Garden waste collection is normally suspended for four weeks over the winter in the borough and this year was scheduled to happen between Monday, 14 December and Sunday, 10 January, 2021. Before Christmas kerbside collection service calendars were delivered to every household in the borough confirming the four-week garden waste suspension period.
However the Cheshire West and Chester Council had decided "to extend this suspension of the garden waste collection service from Monday, 11 January to Monday, 8 February, 2021 - it has now been extended further until after 1st March ! This will provide Cheshire West Recycling (CWR) with greater flexibility, to ensure that core waste and recycling collections can be maintained over the busiest period of the year, whilst mitigating the added risks presented by COVID-19".

Our MP Edward Timpson has been following progress on the fight to save Sandiway Surgery and has been very helpful in keeping up correspondence with the NHS regulatory bodies to ensure that our case is being heard.
He recently wrote to NHS England North West on our behalf. His letter and the reply from the NHS are shown below:
I have been working for some time now with my constituents regarding the planned closure of a GP surgery in Sandiway, Cheshire. This surgery currently serves over 3700 patients in a rural location and is one of three owned and managed by Danebridge Medical Practice based in the nearest town, Northwich, serving 25000 patients in total.
Danebridge Practice has told its patients that it intends to close the rural surgery at Sandiway and that all GP services will be provided by the remaining two surgeries at Danebridge and Kingsmead located within I mile of each other, but both approximately 5 miles away from the Sandiway population.
Sandiway surgery is in the Cuddington Key Service Centre serving a village population of 5500 and has existed there since 1928. The number of patients registered at that surgery over 70 and under 16 is in total 1421, 38% of the practice list for that surgery. This cohort of the patient list is very dependent on public transport and Cuddington and Sandiway suffer from the very common rural problem of poor public transport links, which make the use of public transport for GP appointments extremely difficult and in the case of Kingsmead surgery, impossible.
The practice has made it very clear to patient representatives and recently to the Cheshire CCG-PCC that they are not prepared to consider keeping the surgery open, despite the fact that the vast majority of patients in the village, and the majority of patients in the practice, do not wish to see the surgery closed.
Danebridge Medical Practice has cited a number of challenges around workforce, finances, sustainability and quality of services, and clearly needs support if it is to continue to manage the Sandiway surgery. They have, in discussions with the CCG-PCC committee, declared that they are expecting partners to retire, but they have a very low expectation of finding replacement partners. This “last partner standing” is a common issue and one that NHS England will be aware of and, I understand, is prepared to help with.
I understand that CCGs around the country are encouraging all GP practices to become part of local Primary Care Networks (PCNs), based around a GP registered list of approximately 30,000 – 50,000 patients, encompassing general practice and other partners in community and social care.
I believe that Danebridge ought to be encouraged to engage with NHS England and the CCG to consider the option of partnering with other practices, to form a PCN which could service the rural community and maintain a presence in this Key Service Centre. This would enable the provision of the service envisaged in the NHS Primary Care Home initiative where “ Staff come together as a complete care community – drawn from GP surgeries, community, mental health and acute trusts, social care and the voluntary sector – to focus on local population needs and provide care closer to patients’ homes.“
I am writing to the Cheshire CCG and to Danebridge Medical Practice, but I believe that in addition, this will require an intervention by NHS England to prevent a short-term issue undermining the strategic intent of NHS England care policies.

Re: Sandiway Surgery, Cheshire
Thank you for your email dated 16 December 2020, in which you outlined your concerns regarding the future of Sandiway Surgery, which is a branch surgery to Danebridge Medical Practice, Northwich.
NHS England and NHS Improvement are aware of the Danebridge Medical Practice application to close the branch surgery at Sandiway and recognise that this is an important issue for the residents and patients of the Sandiway area.
As you may know, NHS Cheshire CCG holds delegated commissioning responsibility for primary medical services and, therefore, retains oversight and management of local general practice services. This means that decisions are taken locally by the CCG and managed in accordance with relevant national policy and guidance including the requirement for patient and stakeholder engagement.
In relation to this matter, we understand that a decision has not been taken by the CCG at this time and that the CCG’s Primary Care Commissioning Committee has requested further information from Danebridge Practice and had asked it to undertake further patient engagement which the practice has committed to do. As part of engaging with stakeholders, I am also aware that the CCG has been in contact with the Chester West and Chester Health and Overview Scrutiny Committee to keep it updated.
In light of the on-going need during the Covid-19 pandemic to focus on the delivery of patient services as well as the Covid vaccination programme, I have been advised by the CCG that the process has been paused. However, the CCG is committed to ensuring that meaningful patient and stakeholder engagement takes place in due course so that all information and feedback is properly and carefully considered before any conclusion is reached. The CCG has undertaken to keep you updated on progress.
During the course of the last 18 months, all general practices across England have been encouraged to become part of local Primary Care Networks and across the North West there has been extremely high take up. NHSEI in the North West has worked closely with all CCGs to support the development of PCNs in Cheshire and Merseyside, and I am able to confirm that Danebridge Medical Practice (including the branch surgeries) has been an active member of the Northwich Primary Care Network since 2018, supporting a patient population of over 73,000 across all seven member practices, and prior to this date had operated within a local Care Community formation. As part of this, we encourage all PCNs to continue to work closely with all partners to ensure patient access to the range of services for the local population.
Primary Care Networks have demonstrated their real value in the response to the COVID-19 pandemic, including through the delivery of support to care homes and through the resilience they have offered to practices with particular challenges. Primary Care Networks will continue to play a critical role in the NHS recovery from the pandemic, including tackling the health inequalities within our society which COVID-19 has vividly highlighted. PCN member practices, together with their health and care and voluntary sector partners, will collectively deliver the range of services to meet local population needs.

The Police have confirmed that there was an robbery at the Shell Petrol Station on A49/A556 at around 9pm on Sunday evening when an intruder threatened a women who was working behind the counter and demanded that she handed over all of the cash. He then stole the money from the safe and fled the store on foot, running towards the A49, in the direction of Cuddington. Police came quickly to the scene and the Police helicopter circled overhead the village for at least 30 minutes.

The first NHS large-scale COVID-19 mass vaccination centre in the borough is set to open at Chester Racecourse in mid-February.
This new mass vaccination centre will be able to deliver thousands of COVID-19 vaccines every week to residents across the borough in key priority groups as part of the national vaccination programme.

A batch of 300 new iPads is winging its way to homes across the borough with no or limited access to digital technology, thanks to funding secured by Cheshire West and Chester Council. A funding application to Cheshire Police for refurbishment to the 69ers building has been submitted via PCSO Gillett. Julie - Parish Clerk - is liaising with Steve Chivers who is committed to getting the 69ers ready for the youth services, following lockdown regulations.
It was noted that Cheshire West and Chester Council provides grit bins if there is greater than a 10% incline of a hill. The parish council consider having more in areas around the village, and decided to continue with CWaC policy, so they will purchase a grit bin for the top of Moss Lane, Cllr’s Edwards, Fifield and Williams are willing to contribute towards the cost of it, out of their member’s budget.
Additional signage on social distancing has been erected at Boundary Lane Green Play area and on the village car park.
The clerk has reported potholes in Mere Lane, Moss Lane and Boundary Lane North.

Local residents are being asked for their views on a proposed waste strategy which will shape how the Council delivers waste and recycling services over the next 10 years.
The ‘Don’t let your future go to waste’ consultation launched on Thursday 21 January. The consultation describes the current waste service in the borough, shares the challenges and opportunities the Council faces over the next 10 years and asks for feedback on proposed key priorities for the new Waste Strategy and options currently being considered.
The scope of the consultation includes the household waste and recycling collection service, and the way in which the non-recycled waste is processed. Future proposals seek to address how the borough can continue to reduce the amount of waste it produces and encourage greater recycling.
It is envisaged that a new 10-year strategy will support the delivery of the Council’s outcomes and sets out key objectives, policy and waste management objectives, to protect and improve the environment while delivering economic efficiencies, social benefits and value for money.

Update: More than 14,500 Cheshire West and Chester residents have given their views on Cheshire West and Chester Council’s proposed waste strategy. It would appear that the Whitegate Way is closed at the Waste Lane end while engineers assess the integrity of the bank where a crack has opened up following Storm Christoph. CWAC workmen have been busy erecting fences and signs on Wednesday 27 January. They say it should only be for a few days (?!?!?).

Update on 15 Feb from CWaC's Greenspace Officer: "The Whitegate Way is still closed and diverted, it will remain so until engineering investigations and any necessary remediation is carried out. We are currently unable to give a time scale on when the route will re-open fully."
We are also told that there is an alternative route to follow, which links the two sections either end of the closure. There are maps and signage onsite.
The Disability Unit at the Cabinet Office is developing a National Strategy for Disabled People. Publication is planned for Spring 2021.
To help the government with understanding the barriers that disabled people face and what it may need to focus upon to improve the lives of disabled people, we need to hear about your views and know more about your experiences. This survey will ask about your life experiences either as a disabled person, a carer or parent or as someone who has an interest in disability issues.
Many people have had big changes in their lives as a result of the COVID-19 pandemic and there will be an opportunity at the end of the survey to state if your life has changed notably due to COVID-19, and in what ways. However, please answer other questions thinking about yourself, your own experiences and your current situation.

Cheshire West and Chester Council’s Libraries Service has moved Health and Wellbeing Week 2021 on-line between Monday 25 and Sunday 31 January.

A testing centre has now opened in Winsford to offer COVID-19 tests to targeted groups of residents who do not have symptoms of the virus. Cheshire West and Chester Council is launching its new site at the Winsford Lifestyle Centre to provide rapid and weekly testing to key groups, including people who cannot work from home, with results available in around half an hour.
Testing will now be available to residents who are unable to work from home and to unpaid carers. The pilot aims to identify people who have COVID-19 without symptoms and so stop people from spreading the disease unknowingly.

The Primary Care Commissioning committee (PCCC) (a sub-committee of the NHS Cheshire Clinical Commissioning Group) met on 5 November to make a decision on the Danebridge proposal to close Sandiway Surgery. The Save Our Surgery Residents Action Group produced and presented a second report for that committee.
The PCCC decision was to defer their decision until their next meeting on 4th February at the earliest. The chair of the PCCC has now written to the Practice to confirm next steps and future actions Danebridge have been asked to do the following:
The PCC have requested that this work should be done through conversations with local patients. The idea of focus groups has been suggested.

The PCC were clear that there is still work to do before they can support an application for closure of Sandiway, and have given Danebridge a great opportunity to engage properly with their patients to explain to them the reasons they want to close the surgery, to resolve the issues listed and to reassure their patients that they are not being left to fend for themselves for Primary Care in Cuddington and Sandiway.

New restrictions have been introduced in England from Tuesday 5 January. We move into the 'National Lockdown: Stay at Home' with the following consequences:

The Village Hall on Norley Road has closed its doors for the present until restrictions allow. The Playground, as well as the adjoining toilets, will remain open for use under strict Tier 4 Covid guidelines.

Businesses in Cheshire West and Chester which are required to close due to the national lockdown Stay at Home COVID-19 restrictions are able to apply for a grant from the Cheshire West COVID Support for Businesses scheme.
This follows the announcement from the Prime Minister, with everyone being urged to Stay at Home and England entering a national lockdown. Throughout the pandemic, officers with Cheshire West and Chester Council have worked to support the borough’s business community and will continue to do so.
It is important that businesses who had submitted an online application and received a grant before 31 December 2020, when the borough was under Tier 2 and Tier 3 restrictions, reapply for a grant now they are have to close. If a business submitted an application between 31 December and 5 January when the borough was under Tier 4 restrictions they will not need to make another application.
It is very important that businesses do not submit duplicate applications as this delays grant payment being made.

The new PCSO for Cuddington and Weaver ward, Michelle Gillett, advised the Council that the Police and Crime commissioner has given every beat area £1000 for work with community projects. This will be an equal joint 50/50 funding. Also, she has been on patrols around the village calling in on the vulnerable, and she has used the community speed gun on Norley Road.
The parish council raised concerns with the PCSO about Vehicles travelling too fast throughout the village which introduces extra danger on the road, and this makes the environment less pleasant for other road users, especially pedestrians and cyclists.
In 2021 the Parish Council will be working with the PCSO in relation to improving the traffic calming measures especially on Norley Road with the use of speed indicator devices, which will provide additional safety measures for pedestrians as well as the many more cyclists using the road.
The Council were notified by the external auditors that the financial year 2019/2020 is a clean audit with no matters raised.
As you may be aware, Michelle Gillett has taken over as our new PCSO from November for the Weaver and Cuddington area - Michelle was previously the PCSO for Hartford/ Greenbank which she covered for the past two years. She believes that communication is key to a happy community whether that’s over the telephone, social media or emails. Once a week she will send a report of her community engagement which has enabled her to reach out to many elderly/vulnerable persons that don’t access social media - these are displayed on this website under 'Cheshire Constabulary' on the Home page. Resulting from the worsening pandemic situation, the Monday to Saturday train service on the Mid Cheshire Line will revert to 2-hourly commencing Monday 18 January and until further notice. PRESS HERE for the revised timetable (from Monday 18 January).
